Book excerpt: La competencia entre las ciudades por atraer conocimiento, desarrollo y capitales ya no sólo en el espectro nacional, sino también en el internacional, ha exigido a las sociedades replantearse la forma en que han hecho las cosas hasta entonces. De esta forma, sólo los países y con ello, las ciudades que se han atrevido a modernizarse son las que han logrado insertarse en la globalización, aprovechando sus ventajas comparativas y competitivas. Los ámbitos en los que la modernización exige a las sociedades transformarse son muy diversos. Van desde la educación y transporte, hasta la robótica, el manejo sustentable del ambiente, pasando por las telecomunicaciones, los avances en materia de energía y en general, la investigación en nuevas tecnologías. Para el caso mexicano, por décadas la ciudad de Monterrey ha servido como ejemplo y modelo a seguir, tanto que a pesar de las difíciles condiciones de la naturaleza logró posicionarse con éxito entre las ciudades con mejor calidad de vida. Teniendo como ingreso per cápita de $14,150 dólares (OCV, 2008) cuando la media nacional se acerca apenas a los $7,600 dólares (INEGI, 2007) la ciudad estaría destinada a consolidarse como una de las que mejor expectativas tiene en el país, prácticamente en todos los ámbitos, desde el educativo y el tecnológico, hasta la infraestructura y la Inversión extranjera directa (IED). Sin embargo, cuando se hace un análisis más exhaustivo de las condiciones en que se encuentra el transporte de la Zona Metropolitana de Monterrey (ZMM), se hacen perceptibles, desde la perspectiva del usuario y de algunos expertos, muchos problemas y pocas soluciones: unidades en mal estado, rutas que compiten entre sí por el pasaje, viajes caros e inseguros y una red de metro insuficiente (Visión 2030, 2007). A la par, más tráfico por el uso de automóviles no contemplados en los planes2 , más tiempo de traslado y mucho más contaminación que hace escasos años. Una situación que por momentos, como asegura el panel de expertos, parece cada vez más caótica, cada vez más "próxima a una situación de crisis" (Visión 2030, 2007). Por esto, a pesar del avance económico, "el transporte colectivo en el Área Metropolitana de Monterrey es pobre" -sentencia un grupo de especialistas (Visión 2030, 2007). Es "una tarea pendiente", pues aunque el gobierno haya realizado importantes esfuerzos en la modernización del sistema de transporte, en el fondo, tal como está hoy, el transporte público dista mucho de ser el ideal de una ciudad moderna, capaz de seguir ofreciendo una alta calidad de vida para sus ciudadanos. El panorama es retador. El crecimiento poblacional e industrial que ha experimentado la ZMM le exige cada vez más contar con mejores redes de comunicación y transporte con capacidades mayores para hacer frente a su dinámica interna y a su necesidad de ser competitivos globalmente, en este mundo virtualmente sin fronteras.

This book aims to re-politicise the relationship between urban development, sustainability and justice, and to explore the tensions emerging under real circumstances, as well as their potential for transformative change. For some, cities are the root of all that is unsustainable, while for others cities provide unique opportunities for sustainability-oriented innovations that address equity and ecological challenges. This book is rooted in the latter category, but recognises that if cities continue to evolve along current trajectories they will be where the large bulk of the most unsustainable and inequitable human activities are concentrated. An ethnography of urban development in Calcutta, Roy's book explores the dynamics of class and gender in the persistence of poverty. City Requiem, Calcutta emphasizes how gender itself is spatialized, and how gender relations are negotiated within the geopolitics of modernity and through the everyday practices of territory. Thus Roy shows how urban developmentalism, in its populist guise, reproduces the relations of masculinist patronage, and, in its entrepreneurial guise, seeks to reclaim a bourgeois Calcutta, gentlemanly in its nostalgias. In doing so, her work expands the field of poverty studies by showing how a politics of poverty is also a poverty of knowledge, a construction and management of social and spatial categories.

The diversity of economic and political systems represented in the group was matched by our occupations, which stretched from science policy practitioners, through research scientists and engineers, through academic observers of science and science policy. It was this diversity, along with the opportunities for infonnal discussion provided by long meals and remote location, that made the conference a special learning experience. Except at lecture time, it was impossible to distinguish the "students" at this event from the "teachers," and even the most senior members of the teaching staff went away with a sense that they had learned more from this group than from many a standard conference on science policy they had attended. The flavor of the conference experience cannot be captured adequately in a proceedings volume, and so we have not tried to create a historical record in this book. Instead, we have attempted to illustrate the core problems the panicipants at the conference shared, discussed, and debated, using both lectures delivered by the fonnal teaching staff and summaries of panel discussions, which extended to other panicipants and therefore increased the range of experiences reponed.
