For the one-third of dropouts who reenrolled in the district over that period, it reports course credit accrual and graduation outcomes as well as students' reasons for dropping out and the challenges districts face with their reenrollment. By focusing on reenrollees, this study contributes to shaping policy that addresses the broader dropout challenge. Book excerpt: Every day, 7,000 students drop out of America's high schools. That adds up to about 1.3 million students who will not graduate with their peers (Alliance for Excellent Education, 2011, p. 1). With 1.2 million students dropping out of high school every year, the high school dropout rate is a significant problem with negative consequences for both the students and for society as a whole. While the U.S. Department of Education announced that the nation's high school graduation rate hit an all-time high of 82% in 2013-14 ("U.S. High School Graduation Rate Hits New Record High," 2015, p. 1), most large urban school districts are struggling to get their graduation rates to 70%. In Philadelphia, the four-year graduation rate is 65% (Socolar, 2015). In Chicago, the graduation rate is 66%, as measured by the five-year graduation rate (Perez, 2015). One of the strategies that Philadelphia and Chicago are using to increase their graduation rates is opening accelerated high schools for students who are over-aged and under-credentialed to earn their high school diplomas. These accelerated high schools are not computer-based half-day programs; instead they rely on longer school days, remediation in literacy and numeracy, and a structured behavior environment to support their students in earning their high school diploma. The researcher will use archived student surveys of accelerated students enrolled in the Camelot Education's accelerated high schools in Philadelphia and Chicago to uncover, identify and describe factors that impeded students from matriculating through high school and receiving their high school diploma. This study will identify a common profile and description of students in Camelot Education's accelerated high schools. This study will use descriptive statistics to summarize, identify, describe and quantify what students report contribute to their becoming academically off track and making the decision to leave high school without earning their diploma. The profile and descriptions from this study will equip school leaders to explore innovative school and program designs that meet the needs of students that are over-aged and under-credentialed in large urban cities.

Book excerpt: Urban high schools in America are not generating the desired results; the low graduation rate in large cities must be addressed. Existing literature discussing the high school dropout issue is examined. Many factors contribute to school dropout, which has an impact on the individual and society. Several of the potential causes are examined and connections between multiple causes are noted. Quantitative and qualitative studies were used to create a complete view of this issue. Dropout prevention methods and programs are described, as is the role of school counselors in dropout prevention. A phenomenological study was also conducted to gain the personal perspective of individuals who dropped out of an urban school district. The specific goal of the research was to determine what factors contributed to students deciding to drop out of high school. Seven individuals participating in a General Education Diploma program shared their experience of dropping out of high school. Individual and small group interviews were conducted. The experiences reported were compared among each participant and were also related to the results of existing research. Results varied among participants, they reflected both the individual and the school community. Conclusions have been drawn and are reported as they relate to the role of a school counselor.

The American dream will be difficult to obtain without a high school education in a 21st century global society. Moreover, according to Lange (2004), America's premier academic ranking is diminishing in comparison to other countries. The Organization for Economic Cooperation and Development places the United States 18th among the 36 nations affiliated with their organization; with South Korea being ranked 1st with a graduation rate of 93%. This continued concern addressed by several presidential administrations including the former President of the United States, George W. Bush. His administration established the No Child Left Behind Act of 2002 and the current President of the United States, Barack Obama, who recently addressed the high school dropout rate in the Blueprint for Reform of the Elementary and Secondary Education Act (ESEA) of 2011. These federally mandated charges have obligated school districts across the country to develop action plans to address student needs. In the state of Texas, the Texas Education Agency enacted the Student Success Initiative designed to assist students considered 'at risk' in meeting state and district educational goals. Meeting this need has also become an integral part of the state's Expectation Graduation program. Under this program, urban school districts in the Texas developed and implemented an initiative known as the Reach Out to Dropouts annual walk. During this walk, thousands of educators knock on the doors of student labeled 'dropouts' with the hope of returning them to school. vi The purpose of this study is to analyze the effectiveness of this annual walk. Namely, this study asks the following questions: Do the targeted students return, complete and or graduate? This study disaggregates the data provided by an urban district in which approximately 600 students targeted to return to high school before and after the annual walk. From these targeted 600 students, a convenience sample consisting of 251 students derived from the archival. From those 251 convenience sample students used from the archival data obtained during the research, 43 students returned, completed or graduated. This study investigates why seven of the 43 students that returned completed or graduated after the annual walk - namely, what influencing factors contributed to their decision to return, and what influenced them to remain in high school as adult students. An analysis of the interviews yields the students' own explanations that substantiate the characteristics or 'risk factors' known to high school dropouts, but inspire educators to continue to establish positive relationships and focus on learner centered instruction. This study is a growing part of a body of research on student retention as related to high school drop outs. Student retention is based on the verb 'retain' or 'keep'. Using the archival data provided by an urban school district in Texas and the rich interviews of returning adult students targeted after the annual Reach Out to Dropouts walk, this study solidify through lived experiences data heard throughout the media.

Available in PDF, EPUB and Kindle. Book excerpt: The economic and social prospects are daunting for the 89 million out-of-school youth who comprise nearly half of all youth in Sub-Saharan Africa. Within the next decade, when this cohort becomes the core of the labor market, an estimated 40 million more youth will drop out, and will face an uncertain future with limited work and life skills. Furthermore, out-of-school youth often are “policy orphans,†? positioned between sectors with little data, low implementation capacity, lack of interest in long-term sustainability of programs, insufficient funds, and little coordination across the different government agencies. This report provides a diagnostic analysis of the state of out-of-school youth in Sub-Saharan Africa, focusing on the 12- to 24-year-old cohort. This report also examines the decision path youth take as they progress through the education system and the factors that explain youth’s school and work choices. It finds that individual and household characteristics, social norms, and characteristics of the school system all matter in understanding why youth drop out and remain out of school. In particular, six key factors characterize out-of-school youth: (i) most out-of-school youth drop out before secondary school; (ii) early marriage for female youth and (iii) rural residence increase the likelihood of being out of school; (iv) parental education level and (v) the number of working adults are important household factors; and (vi) lack of school access and low educational quality are binding supply-side constraints. Policy discussions on out-of-school youth are framed by these six key factors along with three entry points for intervention: retention, remediation, and integration. This report also reviews policies and programs in place for out-of-school youth across the continent. Ultimately, this report aims to inform public discussion, policy formulation, and development practitioners’ actions working with youth in Sub-Saharan Africa.
