Hence, the Nordic Council of Ministers, the BAT Group under the Working Group for Sustainable Consumption and Production (also called HKP Group) awarded Vahanen Environment Oy, Finland, together with COWI AS, Denmark to prepare a Best Available Techniques (BAT) project on shipyards in the Nordic countries. The objectives of the project have been to: • review and describe the shipyard sector in the Nordic countries • review and describe the used techniques in the Nordic countries • identify and describe the Key Environmental Indicators from the Nordic perspective • identify and describe techniques that shall be included in the considerations of representing BAT in shipyards. The scope of the project has included steel ships. The main focus has been on surface treatment in relation to maintenance and repair.

Book excerpt: The Navy and the National Shipbuilding Research Program Welding Panel (SP-7) are concerned with the recent and anticipated future reductions in Occupational Safety and Health Administration (OSHA) and American Conference of Governmental Industrial Hygienists (ACGIH) worker exposure limits for airborne emissions. these changes involve nickel (Ni), manpanese (Mn), and hexavalent chromium (Cr(Vl)) . The concerns are due to the potential impact these reductions may have on operations in Navy facilities, public Shipyards, and private shipyards involved in the construction, maintenance, and repair of ships. A Navy/Industry task Group lead by the Naval Sea Systems Command prepared this report of the technical and economic impact of these new and anticipated reductions in worker exposure limits. this report: Identifies the manufacturing and repair operations, materials, and processes that are expected to be impacted by the recent and anticipated reductions in exposure limits. Presents data on current Worker exposure levels to Ni, Mn, total Cr, and Cr(Vl). Identifies the technical and economic impact of the anticipated reductions in the Cr(VI) PEL on Navy facilities and public and private shipyards. Identifies future actions that may be required to comply with the recent and anticipated reductions in exposure limits. This study concludes that workers in Navy facilities and public and private shipyards who perform the following operations have the potential for exposure to Ni, Mn, total Cr, and Cr(Vl) : Construction, Structural Fabrication and Repair of Facilities; Metal Cleaning; Casting; Plating; Painting; Coating; Machining; Welding; thermal Spraying; thermal Cutting and Grouping Woodworking (of pressure treated Wood); and Services (includes Transportation, motor vehicle, maintenance).

Book excerpt: An overarching conclusion of Nordic Marina’s work in the past three years reveals that the global, and indeed the Nordic shipping and maritime industries, are already boldly moving ahead with regard to emissions reduction, boasting numerous innovative and successful projects contributing toward this goal. In order to take major steps forward, involvement from the government side is needed and currently lacking. There are barriers that industry and government must work on collectively, potentially via joint public-private partnerships. Commitment for the long term is essential, in addition to the demand for strengthening infrastructure and a reliable supply chain to support new fuels. Furthermore, the socio-economic benefits of emissions reduction and the applications of alternative fuels appear to be obscure. The bottom line is this: the time for action is now, for all of us.

Book excerpt: The emission of greenhouse gases from shipping is a serious problem for international climate change policy and they cannot be allowed to grow uncontrolled. The International Maritime Organization (IMO) has estimated that international shipping was responsible for annual emissions of around 843 million tonnes of carbon dioxide (MtCO2) in 2007, or around 3 per cent of total man-made carbon emissions. This report follows up an earlier inquiry (Reducing carbon emissions from transport, HC 981-I, 9th report of session 2005-06, ISBN 9780215030412)and examines what efforts the Government is making in three main respects: (a) negotiations to tackle shipping emissions at an international level (within the IMO, the UN Framework Convention on Climate Change and the EU); (b) measures by which the UK is to take into account its share of international shipping emissions in domestic carbon budgets (through the Climate Change Act 2008); and (c) support in the UK for operational improvements and technological R&D aimed at reducing emissions from shipping. Very little progress has been made at the international level. A lack of urgency shown by industrialised nations and blocking actions by developing economies share the blame. The Government admits that the current calculation of the UK's share of international shipping emissions is an underestimate and should consult on how to improve the methodology it uses to calculate the UK's share of international shipping emissions. Government support for research and development should focus on technologies that can be retrofitted to existing ships, and offer a genuine alternative to fossil fuels, such as hydrogen fuel cells. There should be drastic acceleration of R&D into low- and zero-carbon propulsion systems.

Book excerpt: Seminar paper from the year 2016 in the subject Politics - Environmental Policy, grade: A, University of Michigan, language: English, abstract: The maritime freight industry is a major contributor to global greenhouse gas emissions. If current practices continue, experts predict that it will account for 17% of total emissions by 2050. Both the United States government and the International Maritime Organization have enacted strict regulations to promote the industry’s adoption of alternative sources of fuel in an effort to reduce the amount of sulfur oxides and other pollutants released from container ships. This research sought to connect whether or not the United States and International Maritime Organization sulfur fuel enforcements have allowed container ship companies to catalyze an industry-wide shift in shipping practices. To answer my questions, I analyzed relevant container ship policies by the United States government within the last ten years as well as regulations in place by the International Maritime Organization specifically addressing sulfur level reduction. I then analyzed the archives of container ship companies in search of sustainability initiatives or alternative fuel adoption underway. In gathering results, I found evidence suggesting the United States federal government has enacted sufficient standards in attempting to limit sulfur emissions from container ship engines within its coastlines. Additionally, I recognized that the International Maritime Organization is committed to reducing sulfur emissions in the fastest way possible by establishing Emission Control Areas in coastlines as well as instituting tight regulations to limit sulfur content in ship fuel. Third, reports show that the industry is struggling to adopt clean fuel, due to high market costs and demand, but have been able to meet the fuel standards through alternative and cheaper methods. These results are applicable to only container ships or vessels of that size, as smaller vessels have different engine standards. Moreover, this research was concerned specifically with North American standards, meaning that the same results may not be found in other areas of the world. The research I conducted serves as insight for the public into a relatively unknown aspect of transportation-related environmental issues. It also functions as a platform upon which the dangers of human-caused climate change can be addressed.

Although the CAS does not specify structural standards in excess of the provisions of other IMO conventions, codes and recommendations, its requirements stipulate more stringent and transparent verification of the reported structural condition of the ship and that documentary and survey procedures have been properly carried out and completed. The Scheme requires that compliance with the CAS is assessed during the Enhanced Survey Program of Inspections concurrent with intermediate or renewal surveys currently required by resolution A.744(18), as amended.--Publisher's description.

The information included in this report is summarized below: (1) summaries of pollution prevention and control technologies which include advantages, disadvantages, pollution prevention benefits, contact points, vendor information, and locations to obtain more technical information including case studies for industrial application and economic evaluations comparing the technology to less environmentally friendly alternatives, (2) locations to order or download (from the Internet) technical papers and summaries on pollution prevention technologies, on-going technology projects, and regulations, and (3) results of the shipyard surveys which include an overview of the technologies that are currently being implemented in shipyard operations and recommendations for technologies currently being implemented. The information provided for each technology is based on the author's interpretation of available literature and vendor information. Some are ready and will enter into force in the near future, while others are still being developed. On behalf of the Nordic Council of Ministers DNV has carried out a study on possible control mechanisms for Nordic ship emission. The aim is to assess the baseline shipping emissions and reduction potential and the possible controlling mechanisms (both incentives and regulations) available for reducing the emissions to air from shipping within the Nordic region.
