Development cooperation is fundamentally changing its character in the wake of global economic and political transformations and an ongoing debate about what constitutes, and how best to achieve, global development. The increasing number of donors and other actors as well as goals and instruments has created an environment that is increasingly difficult to manoeuvre. Critics describe today's aid architecture as 'fragmented': inefficient, overly complex and rigid in adapting to the dynamic landscape of international cooperation. By analysing the actions of donors and new development actors, this book gives important insights into how and why the aid architecture has moved in this direction. Book excerpt: Using a new quarterly panel database on remittances (71 countries over the period 2011Q1- 2020Q4), this paper investigates the elasticity of remittances to transaction costs in a high frequency and dynamic setting. It adds to the literature by systematically exploring the heterogeneity in the cost-elasticity of remittances along several country characteristics. The findings suggest that cost reductions have a short-term positive impact on remittances, that dissipates beyond one quarter. According to our estimates, reducing transaction costs to the Sustainable Development Goal target of 3 percent could generate an additional US$32bn in remittances, higher that the direct cost savings from lower transaction costs, thus suggesting an absolute elasticity greater than one. Among remittance cost-mitigation factors, higher competition in the remittance market, a deeper financial sector, and adequate correspondent banking relationships are associated with a lower elasticity of remittance to transaction costs. Similarly, remittance cost-adaptation factors such as enhanced transparency in remittance costs, improved financial literary and higher ICT development coincide with remittances being less sensitive to transaction costs. Supplementing the panel analysis, the use of micro data from the USA-Mexico corridor confirm that migrants facing higher transaction costs tend to remit less, and that this effect is less pronounced for skilled migrants and those that have access to a bank account.

Social media such as social networking sites are attracting more individuals to online health communities, contributing to an increase in the productivity of modern health care and reducing transaction costs. This study therefore examines the potential effect of social technologies, particularly social media, on health care development by adopting a social support/transaction cost perspective. Viewed through the lens of Information Systems, social support and transaction cost theories indicate that social media, particularly online health communities, positively support health care development. The results show that individuals join online health communities to share and receive social support, and these social interactions provide both informational and emotional support.

The definitions and therefore the estimations of transaction costs vary across existing studies. The wide variations in the estimates could be attributed to several factors such as the very definitions and scope of transaction costs considered in the studies, the methodology for quantifying these costs, the type and size of low-carbon technologies, and complexities involved in the transactions. Nevertheless, the existing literature converges on addressing market failures, such as lack of information, in developing regulatory and institutional capacity to enhance private sector confidence in energy efficiency business as a key means to help reduce the transaction costs of low-carbon technologies.

This changed after the War. In his Inaugural Address in 1949, the American President, Harry Truman, announced a “bold new programme for making the benefits of our scientific advances and industrial progress available for the improvement and growth of underdeveloped nations” (the so-called “Point IV” Plan). At that time it was thought that this support would be needed only for a limited number of years, comparable to the Marshall Plan assistance to Europe. But reality proved to be different: providing aid was a very long-term affair. Since the Fifties, the aid provided has changed at different occasions. In the beginning, aid concentrated on constructing infrastructure, such as roads, railways, dams, and harbours, in order to promote industrial development. In the Sixties, aid to agriculture was added, and in the Seventies aid to social sectors (Basic Needs) was also provided. The Eighties brought worldwide debt problems. Major donors applied structural adjustment policies; some called this the lost decade (década perdida). The Nineties saw the arrival of the first environmental considerations, and asked for attention for the role of women and good governance. The form of aid changed from projects to programmes and budget support. Describing the different aid forms of the last 65 years and analysing why aid changed from time to time are the subjects of this book. Professionals and students in the area of international cooperation will benefit from studying this history, as, at this moment, old concepts are reappearing or applied by new donors like China. Is the pendulum really swinging back, as Louis Emmerij at one point suggested?
