Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book Expansionary Austerity New International Evidence

Download or read book Expansionary Austerity New International Evidence written by Mr.Daniel Leigh and published by International Monetary Fund. This book was released on 2011-07-01 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper investigates the short-term effects of fiscal consolidation on economic activity in OECD economies. We examine the historical record, including Budget Speeches and IMFdocuments, to identify changes in fiscal policy motivated by a desire to reduce the budget deficit and not by responding to prospective economic conditions. Using this new dataset, our estimates suggest fiscal consolidation has contractionary effects on private domestic demand and GDP. By contrast, estimates based on conventional measures of the fiscal policy stance used in the literature support the expansionary fiscal contractions hypothesis but appear to be biased toward overstating expansionary effects.

Book Reduce the Number and Size of Governments

Download or read book Reduce the Number and Size of Governments written by The Twenty Tom and published by . This book was released on 2011-07-01 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the moment, governments at all levels have large deficits. A substantial reduction in the administrative cost for government will be required in this century to change this. If the American Dream is to be available to citizens, major changes will be required in education and industry. Reduce the Number and Size of Governments, a new work by Tom, the Twenty-First-Century Radical author of Save Tax Dollars proposes a collective search for wisdom is required for effective and efficient government. Tom believes it will take a constitutional convention that consists of the best and the brightest, charged with providing an organized government that is efficient and effective, in order to keep the American Dream alive and well-positioned to grow sufficiently and produce new jobs. The Communist Soviet Union failed because citizens where not rewarded for work. When there are not opportunities citizens do not work. Without production of saleable products the Soviet Union was bankrupted. The American citizens should learn from this failure and plan for competition in this century. The government of the United States is of the people, by the people, for the people. The people are in charge, and they will have to demand that government meet the challenges of the new century.

Download or read book The Pig Book written by Citizens Against Government Waste and published by St. Martin's Griffin. This book was released on 2013-09-17 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government wastes your tax dollars worse than a drunken sailor on shore leave. The 1984 Grace Commission uncovered that the Department of Defense spent $640 for a toilet seat and $436 for a hammer. Twenty years later things weren't much better. In 2004, Congress spent a record-breaking $22.9 billion dollars of your money on 10,656 of their pork-barrel projects. The war on terror has a lot to do with the record $413 billion in deficit spending, but it's also the result of pork over the last 18 years the likes of: - $50 million for an indoor rain forest in Iowa - $102 million to study screwworms which were long ago eradicated from American soil - $273,000 to combat goth culture in Missouri - $2.2 million to renovate the North Pole (Lucky for Santa!) - $50,000 for a tattoo removal program in California - $1 million for ornamental fish research Funny in some instances and jaw-droppingly stupid and wasteful in others, The Pig Book proves one thing about Capitol Hill: pork is king!
