Book excerpt: Over the last few years, red tape has come to be identified as an important policy area, and there has been rapid and relatively widespread adoption-in one form or another-of a Dutch-developed set of reforms aimed at significantly reducing the costs of compliance with government-imposed obligations to provide information (which have come to be referred to as 'administrative burdens'). This paper begins by examining the characteristics of the policy problems that these reforms are intended to address, and highlighting some of the challenges that the reforms can be expected to face. The Dutch-developed approach, and the UK adaptation of it, are then described, and specific ways in which the reforms have sought to influence information and incentive conditions-so as to generate reductions in administrative burdens-are assessed.

The data show how small and medium-sized enterprises perceive national administrative and regulatory costs. Regulations and government formalities, so-called "red tape", are important tools used by governments to carry out public policies in many policy areas, including safety, health, and environmental protection. However, if they are poorly designed or applied, inefficient, or outdated, they can impede innovation, entry, investment, and create unnecessary barriers to trade, investment, and economic efficiency. The result of poor regulation and formalities is that national economies become less able to grow, compete, adjust, and create jobs. Based on a survey of almost 8 000 businesses, this report assesses the quality, application and burdens of employment, environment and tax regulations and formalities. The results are dramatic: for example, red tape accounts for 4% of the annual turnover of companies, while the hardest hit are the smallest companies, and these costs are growing in most countries.

In fact, with regard to the tax system, ever-greater numbers of taxes and ever-greater complexity have increased burdens on businesses by turning firms into unpaid tax collectors. Research into the costs of regulation is notoriously difficult. However, this study brings together the best work on the burden of tax compliance and administration and adds important new insights. In particular, this monograph shows the severely regressive nature of the costs of complying with the UK tax system - small firms suffer far more than large firms from the imposition of government bureaucracy related to tax collection. The costs of complying with the tax system are higher in the UK than in many other countries. The authors show that this should not be the case, and propose ways of reducing the burden of tax bureaucracy. These include radical reforms, not just to the administration of the tax system, but also to the nature of the system itself.

The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008. Had every U.S. household paid an equal share of the federal regulatory burden, each would have owed $15,586 in 2008. While all citizens and businesses pay some portion of these costs, the distribution of the burden of regulations is quite uneven. The portion of regulatory costs that falls initially on businesses was $8,086 per employee in 2008. Small businesses, defined as firms employing fewer than 20 employees, bear the largest burden of federal regulations. This report shows that as of 2008, small businesses face an annual regulatory cost of $10,585 per employee, which is 36% higher than the regulatory cost facing large firms (500+ employees). Ill.
