Book Energy Efficiency and Renewable Energy Legislation

Download or read book Energy Efficiency and Renewable Energy Legislation written by Fred J. Sissine and published by . This book was released on 2008 with total page 206 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book reviews the status of energy efficiency and renewable energy legislation introduced during the 110th Congress. Most action in the second session is focused on the FY2009 budget request, the Farm Bill (H.R. 2419), and the proposed Renewable Energy and Energy Conservation Tax Act (H.R. 5351). DOE's FY2009 budget request seeks $1,256.1 million for DOE's Energy Efficiency and Renewable Energy (EERE) programs, compared to FY2008 appropriations of $1,722.4 million for EERE. H.R. 5351 is similar to H.R. 2776. It would extend or re-establish several tax incentives that would support renewable electricity production, biofuels production, transportation efficiency and conservation, buildings efficiency, and equipment efficiency. The bill proposes to offset the cost of those incentives primarily by reducing two subsidies for oil and natural gas production.

Book Sustainable Retrofitting of Commercial Buildings

Download or read book Sustainable Retrofitting of Commercial Buildings written by Richard Hyde and published by Routledge. This book was released on 2015-01-28 with total page 435 pages. Available in PDF, EPUB and Kindle. Book excerpt: Despite recent improvements in energy efficiency being made in new build, it is important that the existing commercial building sector also take action to meet emission reduction targets. The objectives and challenges of such action will reduce the risk of the sector becoming obsolete due to high energy use and poor environmental performance. This book presents a theory-based, practice-support methodology to deal with sustainable retrofitting opportunities for existing commercial buildings in warm climates using bioclimatic design as the basis. The book has four main parts, focusing on eco-design and renovation, bioclimatic retrofitting, technological and behavioural change and case studies of retrofitting exemplars. In the first part, the context of climate change effects on design and renovation at the city scale is discussed. The second part looks at bioclimatic retrofitting as a 'design guide' for existing buildings, highlighting the significance of architectural design and engineering systems for energy performance. The technological and behavioural contexts of the existing building sector – policies, modelling, monitoring and trend analysis in respect to energy and environmental performance – are covered in part three. The final part gives some case studies showing the effectiveness of strategies suggested for effective environmental performance. This book is a must-have guide for all involved in the design and engineering of retrofitting projects in warm climates.

Book excerpt: Private Sector Strategies for Public Service Leaders No corner of the government or public sector has been spared from budget turmoil in recent years. Among budget cuts, increased requirements, and new threats and challenges, governments typically balance the scales through (1) increased funding and/ or (2) rationalizing services or service levels. This book gives you a third option. It’s called high performance, and it’s been implemented in the private sector—with great success—for more than two decades. This hands-on guide, written by the global consultants from Accenture, shows you how to apply these business principles in any public organization. Learn how to: Improve the outcomes you deliver—while lowering the cost to deliver them. Streamline your operations—by increasing speed, agility, and efficiency. Build a high-performance “anatomy” to strengthen your organization. Manage assets, decrease risks and losses, and deliver true excellence. Featuring case studies from the public sector, including federal, state, local, agencies, bureaus, and departments, this unique guide takes you inside government organizations, where high performance “anatomy” is already making a difference. This is how the top companies in the world increase productivity and profits through any market conditions. From Wall Street to Washington and Main Street, real success is driven by execution excellence. This book gives you the solutions you need to lower cost and create a leaner more efficient organization. Praise for Building High Performance Government “Building High Performance Government is a fast read with a big message. It explains how the inevitable downsizing of governments at all levels—federal, state, local—doesn’t have to also mean fewer or lower-quality services. This book highlights viable strategies already in use today to create better alignment and greater productivity in government.” —Graham Richards, Former Mayor of Fort Wayne, Indiana “Every level of government is experiencing a budget crunch these days, and that always results in slashing services. This book can help public sector leaders find another option—how to deliver on their core mission at a much lower cost.” —Sean O’Keefe, CEO , EADS North America, former Administrator of NASA, former Secretary of the Navy and former chancellor of Louisiana State University (LSU) “A solid read for federal, state, and local government leaders wondering how to ‘do more, without more.’ Building High Performance Government focuses on the main things that leaders can do to help their organization get more out of each tax dollar while also improving quality and speed—an absolutely essential requirement in today’s fiscally constrained environment.” —David Melcher, Senior Vice President, ITT Corporation; President, ITT Defense & Information Solutions, US Army Lieut enant General (Ret.) formerly the Army’s Military Deputy for Budget and Deputy Chief of Staff for Programs in the Pentagon

Book Innovations in E government

Download or read book Innovations in E government written by Erwin A. Blackstone and published by Rowman & Littlefield. This book was released on 2005 with total page 318 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Innovations in E-Government, Erwin A. Blackstone, Michael L. Bognanno, and Simon Hakim make the case that E-government is expected to make middle management of lesser value and flatten the pyramid of management in government. Improved communications, measurability of output, and the greater accountability of workers will reduce the necessary level of worker supervision and reduce the need for middle management. In turn, decisions by top management become more transparent and their accountability will also rise. Thus, as a result of improved technology, government could become leaner. Workers will be more empowered, efficient, and accountable. When considering the long term effects of e-government on the structure and activities of government, increased transparency becomes a most beneficial aspect. When activities are reported, meetings are broadcast and information is easily accessed, citizens become more informed. This will make government more accountable and good governance in one locality will increase the pressure on others to also adopt the same innovations. E-government is a technological innovation and moves from an inefficient and mainly unaccountable bureaucracy to a new entrepreneurial and accountable culture. It enables workers at lower levels of the hierarchy to take part in and be accountable for decision-making. E-government is being used to improve the management of cities and to achieve a more efficient use of resources. In the long run, opportunities exist for e-government to bring about a reorganization of government, one that would reduce excessively bureaucratic processes and organizational structures. It is these changes that may ultimately bring the biggest cost savings to taxpayers.

This book was released on 2012-08-07 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this IBM® Redbooks® publication we describe a centralized reporting and alerting system for governmental social service organizations. We include information about how to integrate key IBM building blocks to bring social services data sources together into an effective structure that allows for reporting on key metrics required by higher levels of government to help secure funding for reporting on the effectiveness of the various social service programs, and to give case workers and care providers quick and easy access to all the services ever provided to a person and their family, which can aid in the reduction of duplicate persons, and therefore, payments, in addition to reducing fraud and abuse of social services funds. The target customers for this solution are state or county social service organizations responsible for services, such as these: Caring for the welfare of children Caring for the adult and aging Getting people back to work who have fallen on hard times The intent of this book is to provide information to help with building your own similar system. Download or read book HC 309 Prisons Planning and Policies written by Great Britain. Parliament. House of Commons. Justice Committee and published by The Stationery Office. This book was released on 2015 with total page 85 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the Committee's first major inquiry on prisons planning and policies in this Parliament, and it has provided an opportunity to consider the impact of the Government's programme of reforms and efficiency savings across the prison estate. These policies have been implemented alongside the creation of working prisons and resettlement prisons, designed to improve the effectiveness of the prison estate in increasing employability and reducing re-offending, as well as the tightening of operational policies on earned privileges and temporary release in order to improve their public credibility. They have also come at a time when the total prison population has returned to very high levels. The Committee expresses concern that despite the Government's efforts to supply sufficient prison places to meet demand, the proportion of prisons that are overcrowded is growing, and the proportion of prisoners held in crowded conditions remains at almost a quarter, with consequent effects on the ability to maintain constructive regimes. The Committee welcomes the reduction which has taken place in the cost of a prison place, although the Committee notes that it remains high, and is unlikely to fall significantly while the pressures on estate capacity remain at current levels
