Book excerpt: The Community Development Block Grant (CDBG) program is one of the longest running programs of the U.S. Department of Housing and Urban Development's (HUD) Office of Community Planning and Development (CPD). CDBG is a grant to states and local governments that is distributed by a need-based formula. Fiscal year (FY) 2012 marks the first year that the CDBG allocation formula will rely on the Census Bureau's new annual data source -- the American Community Survey (ACS) -- and the 2010 Census population counts. This report introduces the ACS to CDBG stakeholders and provides detailed information on how using the 2010 Census and ACS data shifts funding amounts. This analysis compares actual FY 2011 allocations with alternate allocations using FY 2011 appropriations, the FY 2011 grantee universe, and the new data that will be used in FY 2012. Allocations presented should not be interpreted as actual FY 2012 grant amounts. The supplemental data table provides detailed information on the specific data used for each community to determine its CDBG formula allocation. The table also shows the change in its relative share of that variable among all communities and the resulting impact of the change in relative share on each grantee's allocation. In order to demonstrate the impact of the data change, this table does not reflect the change in appropriation between FY 2011 and FY 2012. The actual change in a grantee's funding from FY 2011 to FY 2012 will be due to both a change in the data and a change in appropriation amount. This table only shows the impact of the data change.

No federal department other than HUD focuses explicitly on the well-being of urban places or on the spatial relationships among people and economic activities in urban areas. If HUD, Congress, mayors, and other policy makers are to respond effectively to urban issues, they need a much more robust and effective Office of Policy Development and Research (PD&R). PD&R conducts independent research and program evaluation, funds data collection and research by outside organizations, and provides policy advice to the Secretary and to other offices in HUD. Most of PD&R's work is of high quality, relevant, timely, and useful. With adequate resources, PD&R could lead the nation's ongoing process of learning, debate, and experimentation about critical housing and urban development challenges. Rebuilding the Research Capacity at HUD makes seven major recommendations about PD&R's resources and responsibilities, including more active engagement with policy makers, formalizing various informal practices, strengthening surveys and data sets, and more. Acknowledging that the current level of funding for PD&R is inadequate, the book also makes several additional recommendations to help enable PD&R to reach its full potential.

Shaw delves into the political strategies of post–Civil Rights Movement African American activists in Detroit, Michigan, to discover the conditions for effective social activism. Analyzing a wide range of grassroots community-housing initiatives intended to revitalize Detroit’s failing urban center and aid its impoverished population, he investigates why certain collective actions have far-reaching effects while others fail to yield positive results. What emerges is EBAM (Effective Black Activism Model), Shaw’s detailed political model that illuminates crucial elements of successful grassroots activism, such as strong alliances, strategic advantages, and adaptive techniques. Shaw uses the tools of social movement analysis, including the quantitative analysis of budgets, electoral data, and housing statistics, as well as historical research and personal interviews, to better understand the dilemmas, innovations, and dynamics of grassroots activism. He begins with a history of discriminatory housing practices and racial divisions that deeply affected Detroit following the Second World War and set the stage for the election of the city’s first black mayor, Coleman Young. By emphasizing downtown redevelopment, Mayor Young’s administration often collided with low-income housing advocates. Only through grassroots activism were those advocates able to delay or derail governmental efforts to demolish low-income housing in order to make way for more upscale development. Shaw then looks at present-day public housing activism, assessing the mixed success of the nationally sponsored HOPE VI project aimed at fostering home ownership in low-income areas. Descriptive and prescriptive, Now Is the Time! traces the complicated legacy of community activism to illuminate what is required for grassroots activists to be effective in demanding public accountability to poor and marginalized citizens.
