Book excerpt: James Franck (1882–1964) was one of the twentieth century's most respected scientists, known both for his contributions to physics and for his moral courage. During the 1920s, Franck was a prominent figure in the German physics community. His research into the structure of the atom earned him the Nobel Prize in Physics in 1925. After the Nazis seized power in 1933, Franck resigned his professorship at Gottingen in protest against anti-Jewish policies. He soon emigrated to the United States, where, at the University of Chicago, he began innovative research into photosynthesis. When the Second World War began, Franck was recruited for the Manhattan Project. With Enrico Fermi and Leo Szilard, he created a controlled nuclear chain reaction which led to the creation of a nuclear weapon. During the final months of the war, however, Franck grew concerned about the consequences of using such a weapon. He became the principal author of the celebrated "Franck Report," which urged Truman not to use the atomic bomb and warned that a nuclear arms race against the Soviet Union would be an inevitable result. After the War, Franck turned his attention back to photosynthesis; his discoveries influenced chemistry as well as physics.

He started his mission immediately upon escaping from Nazi-occupied Denmark in the autumn of 1943, when he realized that the bomb was on the way to becoming a reality. As he wrote in 1944, he considered that the existence of the atomic bomb "would not only seem to necessitate but should also, due to the urgency of mutual confidence, facilitate" the realization of an open world. During the Second World War, while being actively involved in the Allied atomic bomb project, Bohr was able to obtain access to Prime Minister Churchill and President Roosevelt to promote his view. After the war he continued his confidential approaches to the statesmen while publishing more generally oriented articles on the issue. Although Bohr put in as much work in appeals to the statesmen as in his other writings, they were not intended for publication. Book excerpt: Niels Bohr’s atomic theory of 1913 is one of the absolute highlights in the history of modern science. It was only with this work that physicists realized that quantum theory is an essential ingredient in atomic physics, and it was also only with this work that Rutherford’s nuclear model dating from 1911 was transformed into a proper theory of atomic structure. In a longer perspective, Bohr’s quantum atom of 1913 gave rise to the later Heisenberg-Schrödinger quantum mechanics and all its marvellous consequences. This book is a detailed account of the origin of the Bohr atom centred around his original scientific articles of 1913 which are here reproduced and provided with the necessary historical background. In addition to the so-called trilogy – the three papers published in Philosophical Magazine – also two other and less well-known yet important papers are included. The present work starts with a condensed biographical account of Bohr’s life and scientific career, from his birth in Copenhagen in 1885 to his death in the same city 77 years later. It then proceeds with a chapter outlining earlier ideas of atomic structure and tracing Bohr’s route from his doctoral dissertation in 1911 over his stays in Cambridge and Manchester to the submission in April 1913 of the first part of the trilogy. The reproduction of Bohr’s five articles is followed by notes and comments directly related to the texts, with the aim of clarifying some of the textual passages and to explicate names and subjects that may not be clear or well known. The reception of Bohr’s radically new theory by contemporary physicists and chemists is discussed in a final chapter, which deals with the immediate reactions to Bohr's theory 1913-1915 mostly among British, German and American scientists. Historians of science have long been occupied with Bohr’s atomic theory, which was the subject of careful studies in connection with its centenary in 2013. The present work offers an extensive source-based account of the original theory aimed at a non-specialist audience with an interest in the history of physics and the origin of the quantum world. In 1922 Bohr was awarded the Nobel Prize for his theory. The coming centenary will undoubtedly cause an increased interest in how he arrived at his revolutionary picture of the constitution of atoms and molecules.

Book excerpt: In 1945, the United States was not only the strongest economic and military power in the world; it was also the world's leader in science and technology. In American Hegemony and the Postwar Reconstruction of Science in Europe, John Krige describes the efforts of influential figures in the United States to model postwar scientific practices and institutions in Western Europe on those in America. They mobilized political and financial support to promote not just America's scientific and technological agendas in Western Europe but its Cold War political and ideological agendas as well. Drawing on the work of diplomatic and cultural historians, Krige argues that this attempt at scientific dominance by the United States can be seen as a form of "consensual hegemony," involving the collaboration of influential local elites who shared American values. He uses this notion to analyze a series of case studies that describe how the U.S. administration, senior officers in the Rockefeller and Ford Foundations, the NATO Science Committee, and influential members of the scientific establishment—notably Isidor I. Rabi of Columbia University and Vannevar Bush of MIT—tried to Americanize scientific practices in such fields as physics, molecular biology, and operations research. He details U.S. support for institutions including CERN, the Niels Bohr Institute, the French CNRS and its laboratories at Gif near Paris, and the never-established "European MIT." Krige's study shows how consensual hegemony in science not only served the interests of postwar European reconstruction but became another way of maintaining American leadership and "making the world safe for democracy."
