Book excerpt: While there are still occasional uses of it today, the term "Central Europe" carries little of the charge that it did in the 1980s and early 1990s, and as a political and intellectual project it has receded from the horizon. Proponents of a distinct cultural profile of these countries—all involved now in the process of Transatlantic integration—used "Central European", as a contestation with the geo-political label of Eastern Europe. This book discusses the transnational set of practices connecting journals with other media in the mid-1980s, disseminating the idea of Central Europe simultaneously in East and West. A range of new methodologies, including GIS-mapping visualization, is used, repositing the political-cultural journal as one central node of a much larger cultural system. What has happened to the liberal humanist philosophy that "Central Europe" once evoked? In the early years of the transition era, the liberal humanist perspective shared by Havel, Konrád, Kundera, and Michnik was quickly replaced by an economic liberalism that evolved into neoliberal policies and practices. The author follows the trajectories of the concept into the present day, reading its material and intellectual traces in the postcommunist landscape. The situation of extreme poverty experienced by the majority of the populations in developing countries ("Third World" countries) often coincides with an absence of democracy and the violation of the most fundamental rights. But in so-called "First World" countries a non-negligible proportion of inhabitants also live in impoverished conditions (albeit mainly "relative" poverty) and are denied their rights. The European situation, which this publication aims to analyse, is painful: the entire continent is afflicted by increasing poverty and consequently by the erosion of living conditions and social conflicts.The economic and financial crisis has resulted in the loss of millions of jobs, and created job insecurity for many still working. Economic insecurity raises social tensions, aggravating xenophobia, for instance. Yet the economic and financial crisis could present a good opportunity to rethink the economic and social system as a whole. Indeed, poverty in modern societies has never been purely a question of lack of wealth. It is therefore urgent today to devise a new discourse on poverty. In pursuit of this goal, the Council of Europe is following up this publication in the framework of the project "Human rights of people experiencing poverty", co-financed by the European Commission.

European governments, the European Union, and the North Atlantic Treaty Organization are dealing with the fundamental problem of determining the very parameters of Europe, politically, economically, and institutionally. This book defines security as the efforts undertaken by national governments and multilateral institutions, beginning with the end of the Cold War and the reunification of Germany, to continue to protect European populations from acts of war and politically-motivated violence in light of the dissolution of the imminent political threat posed to Western Europe by the Soviet Union, 1945-1991 Together these essays assess the progress made in Europe toward preventing conflict, as well as in ending conflict when it occurs, after the abrupt passing of a situation in which the source and nature of a conflict were highly predictable and the emergence of new circumstances in which potential security threats are multiple, variable, and difficult to measure. Contemporary Europe is a mixture of old and new, of arrested and accelerated history. Europe's governments and institutions have been only partly successful in meeting new security challenges, to a high degree because of failing unity and political will. Yesterday, Europe only just avoided perishing from imperial follies and frenzied ideologies, wrote the late Raymond Aron in 1976, she could perish tomorrow through historical abdication.

They show how Italian institutional actors define and promote national policy preferences that are compatible with those of the other European member states.
