Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.

Climate Change: Financing Global Forests is an independent report commissioned by the UK Prime Minister to address this vitally important issue. It assesses the impact of global forest loss on climate change and explores the future role of forests in the international climate change framework, with particular emphasis on the role of international finance. It also looks at the economic and policy drivers of deforestation and describes the incentives required to ensure more sustainable production of agriculture and timber in order to meet global demand while reducing carbon emissions. The report draws on a wide range of international expertise and will have significant national, EU and international interest and influence. It includes new modelling and analysis of the global economic impact of continued deforestation and provides a comprehensive assessment of the opportunity and capacity-building costs of addressing the problem. It shows that the benefits of halving deforestation could amount to $3.7 trillion over the long term. However, if the international community does not act, the global economic cost of climate change caused by deforestation could amount to $12 trillion. In this comprehensive and detailed report, Johan Eliasch makes a clear and forceful case for forests to be included in international carbon trading mechanisms. He calls for the international community to support forest nations to halve deforestation by 2020 and to make the global forest sector carbon neutral by 2030.

It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.
