Il énumère ensuite les lignes directrices suivies pour considérer diverses options, tout en identifiant les problèmes géographiques, limités par les territoires politiques et les questions juridiques comme les traités sur l'eau. Essentiellement, il s'attarde donc sur les besoins, le potentiel et les problèmes possibles des transferts d'eau qui doivent être traités pour surmonter les problèmes auxquels sont confrontés les pays dans le besoin.
