His Majesty having been pleased to appoint George Earl of Macartney to be Governor and Commander in Chief in and over the Settlement of the Cape of Good Hope, in South Africa, with the Territories and Dependencies thereof, his Lordship this Day took the Oaths appointed to be taken by the Governors of His Majesty's Plantations. At the Court at St. James's, the 28th of December, 1796, Present the King's Most Excellent Majesty in Council. Whereas by an Act passed in the present Session of Parliament, intituled, "An Act to authorize His Majesty, for a limited Time, to make Emulations respecting the Trade and Commerce to and from the Cape of Good Hope," it is enacted, that it shall and may be lawful for His Majesty, by and with the Advice of bis Privy Council, by any Order or Orders, to be issued from Time to Time, to give such Directions, and make such Regulations, touching the Trade and Commerce to and from the Settlement of the Cape of Good Hope, and the Territories and Dependencies thereof, as to His Majesty in Council shall appear most expedient and salutary, any of the Acts of Parliament therein referred to, or any Usage, Law or Custom, to the contrary notwithstanding.
