Book excerpt: Excerpt from Records of the Cape Colony, Vol. 24: From November to the End of December 1825, Copied for the Cape Government, From the Manuscript Documents in the Public Record Office, London My Lord, - On receipt of your Lordship's Instructions that we should investigate the complaints that had been preferred to your Lordship in the statements of Mr. Thomas Pringle, we did not delay to address a letter to Mr. Pringle, who has resided on the Frontier during the present year, and to intimate our readiness to enter upon such an inquiry; and in proceeding to report the result of the information that we have acquired upon the several points upon which he has urged his claim to compensation, we will consider them in the order in which they are discussed in his statement. Your Lordship is already informed that Mr. Pringle emigrated to this Colony in the year 1820, as the Head of a Party of Scotch Agriculturists, who were located at a distant and disturbed part of the Frontier on the Baviaan's River in the District of Graaff Reinet. He appears at first to have entertained other views in settling at the Cape, but to have relinquished them for a time, and to have accompanied his Party to that distant part of the Colony, where his intelligence and industry were conspicuously directed to the encouragement of his Settlers in surmounting the difficulties of their situation. His father (now deceased) and three of his brothers held Commissions in the Army, two fell during the last war, and it was not till after 26 years of honorable and approved active service, during which from wounds, ship wreck, and bad climate his health was much impaired, that himself solicited and obtained permission to retire on Half pay in order to avail himself of the facilities at that time afforded by the Government to those who wished to emigrate to the Cape of Good hope. For testimonials to character and fitness for any situation Government may be pleased to bestow upon him, I would refer to Mr. H. Ellis, late deputy Colonial Secretary at the Cape, to whom he has the honor of being known, and 'who has kindly permitted me to use his name on this occasion. On the 1st of January 1828 a new system of government was introduced in the Cape Colony. Perhaps at some future time the records from that date onward may be printed for general use; but with this volume and one other containing a register of the documents in the series, the task assigned to me is brought to an end. Somerset proposing that an Ordinance should be promulgated for levying a tax upon slaves, I beg leave to submit the following statement. I was aware previously to the receipt of Your Lordship's despatch, from communications made to Lord C. Somerset and to me by His Majesty's Commissioners of Enquiry, that the proposed tax on Slaves made part of a general arrangement for the financial concerns of this Colony which the Commissioners intended to recommend to Your Lordships consideration. I was aware by that arrangement was contemplated the removal of several taxes considered by the Commissioners as inexpedient or oppressive, and that upon the whole they imagined the proposed alterations would not impose much additional burden on the People. I therefore thought it right to communicate to them Your Lordships instruction, requesting them at the same time to acquaint me with the nature and amount of the taxes proposed to be taken off, and expressing my opinion of the inexpediency of laying on at. this period of commercial distress and actual scarcity of food, any additional taxation without the relief proposed to accompany it.
