Book excerpt: This book examines post-secession and post-transition state building in Somaliland, Somalia, South Sudan and Sudan. It explores two intimately linked, yet analytically distinct themes: state building and national identity reconstruction following secession and collapse. In Somaliland and South Sudan, rearranging the state requires a complete metamorphosis of state institutions so that they respond to the needs and interests of the people. In Sudan and Somalia, the reconfiguration of the remains of the state must address a new reality and demands on the ground. All four cases examined, although highly variable, involve conflict. Conflict defines the scope, depth and momentum of the state building and state reconstruction process. It also determines the contours and parameters of the projects to reconstitute national identity and rebuild a nation. Addressing the contested identity formation and its direct relation to state building would therefore go a long way in mitigating conflicts and state crisis.

Book excerpt: The Great Lakes region of Africa is characterized by protest politics, partial democratization, political illegitimacy and unstable economic growth. Many of the countries that are members of the International Conference on the Great Lakes Region (ICGLR) which are: Burundi, Angola, Central African Republic, Democratic Republic of the Congo, Republic of the Congo, Kenya, Uganda, Rwanda, Sudan, South Sudan, Tanzania, and Zambia, have experienced political violence and bloodshed at one time or another. While a few states have been advancing electoral democracy, environmental protection and peaceful state building, the overall intensity of violence in the region has led to civil wars, invasion, genocide, dictatorships, political instability, and underdevelopment. Efforts to establish sustainable peace, meaningful socio-economic development and participatory democracy have not been quite successful. Using various methodologies and paradigms, this book interrogates the complexity of the causes of these conflicts; and examines their impact and implications for socio-economic development of the region. The non-consensual actions related to these conflicts and imperatives of power struggles supported by the agents of savage capitalism have paralysed efforts toward progress. The book therefore recommends new policy frameworks within regionalist lenses and neo-realist politics to bring about sustainable peace in the region.

In a collapsed state the regime finally wears out its ability to satisfy the demands of the various groups in society; it fails to govern or to keep the state together. The collapse is marked by the loss of control over political and economic space. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Taken together these essays represent a significant discussion on the challenges presented by the presence of failing states within Africa.

Post-war reconstruction programmes in Africa have become, by and large, externally driven processes; and while externalisation may not be negative per se, it is important to interrogate how such intervention recognises and interacts with local dynamics, and how it manipulates and conditions the outcomes of post-conflict reconstruction agenda. Investigating the interface between power elite, the nature of post-war regimes and the pattern which post-war reconstruction takes is important both for theory and practice. This original study, by some of West Africa's leading scholars, interrogates post-war reconstruction processes in the twin West African countries of Liberia and Sierra Leone, focusing on the effects of regime types on the nature, scope, success or failure of their post-war reconstruction efforts. Political scientists, diplomats, the international community, donor and humanitarian agencies, advocacy groups, the United Nations and its agencies, would find it an important resource in dealing with countries emerging from protracted violence and civil war.

First, Tvedten reviews five centuries of Portuguese colonial rule, which drained Angola's resources through slavery and exploitation. He then turns to the postindependence period, in which the country became a Cold War staging ground and its attempts to democratize collapsed when the rebel movement UNITA, supported by the United States, took the country back to war after electoral defeat. Tvedten shows how the colonial legacy and decades of war turned Angola into one of the ten poorest in the world, despite considerable oil resources, huge hydroelectric potential, vast and fertile agricultural lands, and some of Africa's most productive fishing waters. Book excerpt: Between 1877 and 1930--years rife with tensions over citizenship, suffrage, immigration, and "the Negro problem--African American activists promoted an array of strategies for progress and power built around "racial destiny," the idea that black Americans formed a collective whose future existence would be determined by the actions of its members. In Righteous Propagation, Michele Mitchell examines the reproductive implications of racial destiny, demonstrating how it forcefully linked particular visions of gender, conduct, and sexuality to collective well-being. Mitchell argues that while African Americans did not agree on specific ways to bolster their collective prospects, ideas about racial destiny and progress generally shifted from outward-looking remedies such as emigration to inward-focused debates about intraracial relationships, thereby politicizing the most private aspects of black life and spurring race activists to calcify gender roles, monitor intraracial sexual practices, and promote moral purity. Examining the ideas of well-known elite reformers such as Mary Church Terrell and W. E. B. DuBois, as well as unknown members of the working and aspiring classes, such as James Dubose and Josie Briggs Hall, Mitchell reinterprets black protest and politics and recasts the way we think about black sexuality and progress after Reconstruction.
