Rather, that it is in the manner in which debate is conducted that is so damaging. Examining a number of key controversies in educational discourse the book suggests ways in which controversies may be reconciled by looking for interrelations, mutual dependencies and links of importance. It explains the reasons for the extraordinary rise of MPAs to the top of the political agenda for marine policy, and evaluates the scientific credentials for the unprecedented popularity of this management option. The book reveals the role played by two policy networks – epistemic community and advocacy coalition – in promoting the notion of MPA, showing how advocacy for marine reserves by some scientists based on limited evidence of fisheries benefits has led to a blurring of the boundary between science and politics. Second, the study investigates whether the scientific consensus on MPAs has resulted in a publication bias, whereby pro-MPA articles are given preferential treatment by peer-reviewed academic journals, though it found only limited evidence of such a bias. Third, the project conducts a systematic review of the literature to determine the ecological effects of MPAs, and reaches the conclusion that there is little proof of a positive impact on finfish populations in temperate waters. Fourth, the study uses discourse analysis to trace the effects of a public campaigning policy network on marine conservation zones (MCZs) in England, which demonstrated that there was considerable confusion over the objectives that MCZs were being designated to achieve. The book’s conclusion is that the MPA issue shows the power of ideas in marine governance, but offers a caution that scientists who cross the line between science and politics risk exaggerating the benefits of MPAs by glossing over uncertainties in the data, which may antagonise the fishing industry, delay resolution of the MPA issue, and weaken public faith in marine science if and when the benefits of MCZs are subsequently seen to be limited.

Over the past ten years the Scholars' Initiative has assembled an international consortium of historians, social scientists, and jurists to examine the salient controversies that still divide the peoples of former Yugoslavia. The findings of its eleven research teams represent a direct assault on the proprietary narratives and interpretations that nationalist politicians and media have impressed on mass culture in each of the successor states. Given gaps in the historical record and the existence of sometimes contradictory evidence, this volume does not pretend to resolve all of the outstanding issues. Nevertheless, this second edition incorporates new evidence and major developments that have taken place in the region since the first edition went to press. At the heart of this project has always been the insistence of the authors that they would continue to reconsider their analyses and conclusions based on credible new evidence. Thus, in this second edition, the work of the Scholars' Initiative continues. The broadly conceived synthesis will assist scholars, public officials, and the people they represent both in acknowledging inconvenient facts and in discrediting widely held myths that inform popular attitudes and the electoral success of nationalist politicians who profit from them. Rather than rely on special pleading and appeals to patriotism that have no place in scholarship, the volume vests its credibility in the scientific credentials of its investigators, the transparent impartiality of its methodology, and an absolute commitment to soliciting and examining evidence presented by all sides.

This book assumes that the practice of controversy, along with its theorization, constitutes – in each of the cultures and disciplines where it develops – a tradition. Whether there are enough shared elements in these traditions to consider them as, fundamentally, universal or not is something that can only be determined on the basis of a rich sample of controversies and theorizations thereof belonging to different traditions. This is what this volume provides to the reader. By presenting side by side controversies from the East and from the West, from the ancient past up to the present, from different domains of scholarship and action, the reader is in a position not only to admire the widespread nature, role, and richness of the phenomenon, but also to begin to evaluate its variety as well as universality. While the editors have purposefully avoided comparative studies of traditions of controversy, in order to focus on each tradition so to speak from its practitioners’ point of view, some of the chapters take a bird’s eye view and exemplify how such studies can be systematically conducted. When Darwin published his Origins of Species in 1859, he initiated a debate about the origin of human life and the role of God in human affairs scarcely equalled in world history. Smout traces the response of Biblical creationists to Darwinian evolutionists. Looking carefully at the stories told and the tactics used by both sides, he analyzes all available accounts of the original debate culminating in the 1860 Huxley/Wilberforce debate, the 1925 Scopes Monkey Trial, and the 1981 Arkansas Creation-Science Trial. Professor Smout argues that both sides in the controversy use various language strategies to persuade the culture as a whole to see the world that they see and to enact their position as public policy. As Smout illustrates, the problem is that both sides rely on an inadequate conception of language as a namer of timeless realities rather than as an instrument used by human communities to achieve their goals. He attempts to articulate a better view of language and to show how it might help solve intractable arguments such as this. He argues that we should see language as a tool that shapes what we see, and definitions of terms as political acts rather than statements of fact made by disciplinary experts. An important analysis for students and scholars in rhetoric, history, religion, and sociology.
