As the health care system undergoes transformation due in part to the Affordable Care Act (ACA), the nursing profession is making a wide-reaching impact by providing and affecting quality, patient-centered, accessible, and affordable care. In 2010, the Institute of Medicine (IOM) released the report The Future of Nursing: Leading Change, Advancing Health, which made a series of recommendations pertaining to roles for nurses in the new health care landscape. This current report assesses progress made by the Robert Wood Johnson Foundation/AARP Future of Nursing: Campaign for Action and others in implementing the recommendations from the 2010 report and identifies areas that should be emphasized over the next 5 years to make further progress toward these goals.

In Divided Armies, Jason Lyall challenges long-standing answers to this classic question by linking the fate of armies to their levels of inequality. Introducing the concept of military inequality, Lyall demonstrates how a state's prewar choices about the citizenship status of ethnic groups within its population determine subsequent battlefield performance. Treating certain ethnic groups as second-class citizens, either by subjecting them to state-sanctioned discrimination or, worse, violence, undermines interethnic trust, fuels grievances, and leads victimized soldiers to subvert military authorities once war begins. The higher an army's inequality, Lyall finds, the greater its rates of desertion, side-switching, casualties, and use of coercion to force soldiers to fight. In a sweeping historical investigation, Lyall draws on Project Mars, a new dataset of 250 conventional wars fought since 1800, to test this argument. Project Mars breaks with prior efforts by including overlooked non-Western wars while cataloguing new patterns of inequality and wartime conduct across hundreds of belligerents. Combining historical comparisons and statistical analysis, Lyall also marshals evidence from nine wars, ranging from the Eastern Fronts of World Wars I and II to less familiar wars in Africa and Central Asia, to illustrate inequality's effects. Sounding the alarm on the dangers of inequality for battlefield performance, Divided Armies offers important lessons about warfare over the past two centuries—and for wars still to come.

Book excerpt: Diversity, inclusion, and equal opportunity are three terms that are often used interchangeably; however, there are some differences in how they are interpreted and applied between the Department of Defense (DOD) and civilian organizations. In the past few decades there have been rapid changes to certain laws and policies regarding diversity, inclusion, and equal opportunity in the Armed Forces. Since 2009, DOD policy changes and congressional actions have allowed individuals who are gay to serve openly with recognition for their same-sex spouses as dependents for the purpose of military benefits and opened all combat assignments to women. On June 30, 2016, DOD announced the end of restrictions on service for those transgender troops already openly serving. However, in August of 2017, President Donald J. Trump directed DOD to (1) continue to prohibit new transgender recruits, (2) review policies on existing transgender sevicemembers, and (3) restrict spending on surgical procedures related to gender transition. Military manpower requirements derive from National Military Strategy and are determined by the military services based on the workload required to deliver essential capabilities. Some argue that to effectively deliver these capabilities a workforce with a range of backgrounds, skills and knowledge is required. Those who support broader diversity and equal-opportunity initiatives in the military contend that a more diverse force is a better performing and more efficient force. They point out that the nature of modern warfare has been shifting, requiring a range of new skills and competencies, and that these skills may be found in a more diverse cross-section of American youth. Some argue that historically underrepresented demographic groups continue to be at a disadvantage within the military and that efforts should be intensified to ensure equal opportunity for individuals in those groups. Some also contend that if the military is to remain competitive with private-sector employers in recruiting a skilled workforce, DOD should offer the same equal-opportunity rights and protections that civilian employees have. Others oppose the expansion of diversity to include non-traditional gender identification because they fear it would undermine military cohesion and effectiveness, and would not accurately reflect American society as a whole.

Alongside it, the city of Seaside took form. Book excerpt: Behavioral health disparities, in which socially disadvantaged groups such as racial/ethnic minorities, women, and sexual orientation minorities experience greater risk for certain mental health and substance use problems, are well documented in the general population. Less is known about whether similar behavioral health disparities exist among military service members. The U.S. Department of Defense (DoD) wanted to understand whether the behavioral health disparities seen in the civilian population also exist in the military, which is important to help DoD target its efforts to address the needs of service members and improve force readiness. To investigate this issue, RAND researchers examined the following: (1) whether minority group service members are more likely to experience mental health and substance use problems relative to their majority counterparts in the military and (2) whether minority-majority group differences in behavioral health within the military are similar or different from those in the civilian population. Any minority-majority group differences observed in the military were tested to see if they remain after accounting for sociocultural environmental factors (e.g., demographics, social support, harassment). Identifying where behavioral health disparities exist among military minority service groups and the factors that may be associated with observed disparities can help DoD better target efforts to address the behavioral health needs of its troops. Further, if minority group disparities are greater in the military than in the civilian population, this might signal the presence of factors specific to the military context that may exacerbate minority group service members' risk for behavioral health conditions. The study used data from the 2015 Health Related Behavior Survey (HRBS), the 2015 National Survey on Drug Use and Health (NSDUH), the 2015 and 2016 Behavioral Risk Factor Surveillance System (BRFSS), and the 2015 National Health and Nutrition Examination Survey (NHANES). Behavioral health conditions included mental health (i.e., depression, suicide behaviors, posttraumatic stress disorder) and substance use (i.e., problematic alcohol use, tobacco use) outcomes.

Book excerpt: Demand for tech professionals is expected to increase substantially over the next decade, and increasing the number of women of color in tech will be critical to building and maintaining a competitive workforce. Despite years of efforts to increase the diversity of the tech workforce, women of color have remained underrepresented, and the numbers of some groups of women of color have even declined. Even in cases where some groups of women of color may have higher levels of representation, data show that they still face significant systemic challenges in advancing to positions of leadership. Research evidence suggests that structural and social barriers in tech education, the tech workforce, and in venture capital investment disproportionately and negatively affect women of color. Transforming Trajectories for Women of Color in Tech uses current research as well as information obtained through four public information-gathering workshops to provide recommendations to a broad set of stakeholders within the tech ecosystem for increasing recruitment, retention, and advancement of women of color.
