I trust that in this, at any rate, I have succeeded. There are no doubt many of my colleagues who could add largely to the anecdotes and records which I have ventured to make public and I hope that they may some day be tempted to do as I have done, or at least that they will not be deterred from doing so by any suspicion that the example which I have set them is a bad one. In the Appendix will be found an account of the early creation of the office of Secretary of State, with the names of those statesmen who filled, at various times, the office of Secretary of State for the Northern and Southern Departments respectively, before the appointment, in 1782, of the first Secretary of State for Foreign Affairs. The names of those who have filled the office of Foreign Secretary since that date are also given in the Appendix. Book excerpt: Excerpt from Recollections of the Old Foreign Office On February 3, 1896, I retired from the Foreign Office, after a service of close upon fifty-six years, and at the request of many old colleagues and friends I have been induced to put on record my recollections of the old Foreign Office as it was in Downing Street, as well as during its temporary transference to Whitehall Gardens, before its removal to the present building; together with a few anecdotes and incidents connected with that office, which came either under my own personal observation during my somewhat unusually long official career, or were related to me by my father and others. I have consented to do this the more readily as I have often regretted that I kept no record of many other interesting and amusing anecdotes which my father, Mr. Lewis Hertslet, my predecessor in the office, used to relate to me concerning the old office and its inmates during the longer and perhaps even more eventful times during which he was connected with the same department. After a brief introduction to the history of diplomacy, Jones follows the changes wrought in the service by the intense political and social pressures of the nineteenth century. Against the background of the growth of the Victorian Civil Service and the emergence of Great Britain as a world power in the age of the Pax Britannica, Jones traces the demise of the family embassy, and of a diplomacy deeply rooted in patronage, and the corresponding development of the professional, bureaucratic elite of the Edwardian era. In case studies of the Near Eastern crisis of 1839-41, the Mason Sliddell Affair of the American Civil War, and the Dogger Bank Crisis of 1904, the volume sets forth the working environment of an embassy, both before and after the communications revolution following upon the introduction of the telegraph. Also examined are the social structures of the unreformed diplomatic service and the later, professional service. Bringing new materialism to bear on international relations, Dittmer focuses not on what the state does in the world but on how the world operates within the state through the circulation of humans and nonhuman objects. From examining how paper storage needs impacted the design of the British Foreign Office Building to discussing the 1953 NATO decision to adopt the .30 caliber bullet as the standard rifle ammunition, Dittmer highlights the contingency of human agency within international relations. In Dittmer's model, which eschews stasis, structural forces, and historical trends in favor of dynamism and becoming, the international community is less a coming-together of states than it is a convergence of media, things, people, and practices. In this way, Dittmer locates power in the unfolding of processes on the micro level, thereby reconceptualizing our understandings of diplomacy and international relations.
