Book Agricultural transformation in Sri Lanka policy implications and way forward

Download or read book Agricultural transformation in Sri Lanka policy implications and way forward written by Joshi, Pramod Kumar and published by Intl Food Policy Res Inst. This book was released on 2017-06-26 with total page 10 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sri Lanka continues to experience strong economic growth over the recent years. In the food and agriculture sector, however, there are several conspicuous policy changes that require attentive analysis. Also, since 2008, agriculture growth slowed down due to drought and weak global demand which affected exports and trade. This brief takes stock of key food and agricultural indicators and provides key recommendations to further expedite the transformation of the sector. Sri Lanka has come a long way in terms of agricultural transformation, moving from subsistence- based agrarian economy towards early integration stage. But further progress towards market- oriented industrialized agriculture will crucially depend on the policy, institutional, and technological innovations that are designed and implemented by the Government. The government of Sri Lanka has been pursuing large-scale reconstruction and development projects to achieve higher growth by developing small and medium enterprises and to increase agricultural productivity.

Available in PDF, EPUB and Kindle. Book excerpt: Sri Lanka has shown remarkable persistence in low female labor force participation rates—at 36 percent from 2015 to 2017, compared with 75 percent for same-aged men—despite overall economic growth and poverty reduction over the past decade. The trend stands in contrast to the country’s achievements in human capital development that favor women, such as high levels of female education and low total fertility rates, as well as its status as an upper-middle-income country. This study intends to better understand the puzzle of women’s poor labor market outcomes in Sri Lanka. Using nationally representative secondary survey data—as well as primary qualitative and quantitative research—it tests three hypotheses that would explain gender gaps in labor market outcomes: (1) household roles and responsibilities, which fall disproportionately on women, and the associated sociophysical constraints on women’s mobility; (2) a human capital mismatch, whereby women are not acquiring the proper skills demanded by job markets; and (3) gender discrimination in job search, hiring, and promotion processes. Further, the analysis provides a comparison of women’s experience of the labor market between the years leading up to the end of Sri Lanka’s civil war (2006†“09) and the years following the civil war (2010†“15). The study recommends priority areas for addressing the multiple supply- and demand-side factors to improve women’s labor force participation rates and reduce other gender gaps in labor market outcomes. It also offers specific recommendations for improving women’s participation in the five private sector industries covered by the primary research: commercial agriculture, garments, tourism, information and communication technology, and tea estate work. The findings are intended to influence policy makers, educators, and employment program practitioners with a stake in helping Sri Lanka achieve its vision of inclusive and sustainable job creation and economic growth. The study also aims to contribute to the work of research institutions and civil society in identifying the most effective means of engaging more women— and their untapped potential for labor, innovation, and productivity—in Sri Lanka’s future.

Book Agricultural Research for Sustainable Food Systems in Sri Lanka

Download or read book Agricultural Research for Sustainable Food Systems in Sri Lanka written by Ranjith Premalal De Silva and published by Springer Nature. This book was released on 2020-10-06 with total page 526 pages. Available in PDF, EPUB and Kindle. Book excerpt: Food systems involve a range of activities concerning food production, processing, distribution, marketing and trade, preparation, consumption and disposal. They encompass the path of food from the farm to the dinner table, meeting the food and nutritional needs of a nation. When such systems do so without sacrificing the needs of future generations, they are referred to as “Sustainable Food Systems.” The natural and physical environment, infrastructure, institutions, society and culture, and policies and regulations within which they operate, as well as the technologies they adopt, shape these systems’ outcomes. Making food systems more sustainable is a key priority for all nations, and Sri Lanka is no exception. Food systems deliver optimal performance when the policy and regulatory environment is conducive, institutions are supportive, and a combination of agricultural research investments and an efficient extension system generates the technologies and scientific evidence required for sound policymaking and agenda setting. Further, agricultural research can generate essential findings, technologies and policies for sustainable agricultural development – across disciplines, sectors and stakeholder groups. This book shares valuable insights into research conducted in the broad food and agriculture sectors in Sri Lanka. It also discusses the status quo in related disciplines, and outlines future research directions. Accordingly, it offers a valuable source of reference material for researchers, students, and stakeholders in the food and agriculture sectors, while also highlighting the types of support that policymakers and other decision-makers can provide.

Book Real Wage Trends and Labour Market Integration in Sri Lanka s Central Province

Download or read book Real Wage Trends and Labour Market Integration in Sri Lanka s Central Province written by Ramani Gunatilaka and published by . This book was released on 2004 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The study applies cointegration techniques to the Central Bank's informal wage sector series for agriculture and construction to analyse real wage trends and trends in labour market integration in Sri Lanka's Central Province during the post-liberalisation era. The study finds that real wages in the tea, paddy and masonry sectors in Central Province have been largely stagnant over the reference period. The exceptions are the paddy sector in Kandy District and the masonry sector in Nuwara Eliya District where real wages have been rising. Nominal wage differentials between sectors have remained constant for the most part with indications of labour markets tightening only in the paddy and tea sectors in Kandy District, with workers at the margin moving from the (rural) tea and paddy sectors to the masonry sector (non-farm, urban). Real wages of unskilled masons in Nuwara Eliya have risen, but there appears to have been little movement of workers between sectors within the district as evidenced by the behaviour of wage differentials. Hence, in Nuwara Eliya District as in Matale District and unlike in Kandy District, informal labour markets appear largely segmented. Between-districts wage differential analysis too, suggests highly segmented regional labour markets in Central Province. Spatial, skills-related and institutional barriers to mobility may be key factors associated with the poverty commonly experienced among this group of workers. The analysis suggests further research to identify the key socio-economic characteristics such as religion and ethnicity, income, skill and education levels, assets, access to services including infrastructure, transport and social services that constrain workers from responding to positive wage signals in neighbouring and other areas.
