Book excerpt: This book is the first to present a detailed analysis of economic integration of immigrants in smaller areas of their host nations. It uses Atlantic Canada as a case in point and uses unpublished data based on several databases of Statistics Canada and Citizenship and Immigration, Canada. It identifies best policy practices that can also be used in other countries to address demographic challenges similar to those facing Canada, for example population ageing and youth out-migration from smaller regions to larger regions, through immigration. Economic integration of immigrants in Atlantic Canada is faster and better than it is nationally. An overarching result is that an analysis of regional data can lead to very different policy conclusions than the analysis of national data, which means that it can be risky to devise immigration policy based only on national data. A clear message is that economic benefits from immigration can be enhanced by facilitating a broader geographic distribution of immigrants, rather than maintaining their concentration in a few larger urban regions. A must read for immigration and population policy makers, immigrant settlement agencies and academic researchers.

Book excerpt: In 1971 Canada was the first nation in the world to establish an official multiculturalism policy with an objective to assist cultural groups to overcome barriers to integrate into Canadian society while maintaining their heritage language and culture. Since then Canada’s practice and policy of multiculturalism have endured and been deemed as successful by many Canadians. As well, Canada’s multiculturalism policy has also enjoyed international recognition as being pioneering and effectual. Recent public opinion suggests that an increasing majority of Canadians identify multiculturalism as one of the most important symbols of Canada’s national identity. On the other hand, this apparent successful record has not gone unchallenged. Debates, critiques, and challenges to Canadian multiculturalism by academics and politicians have always existed to some degree since its policy inception over four decades ago. In the current international context there has been a growing assault on, and subsequent retreat from, multiculturalism in many countries. In Canada debates about multiculturalism continue to emerge and percolate particularly over the past decade or so. Roads to Prosperity: Economic Development Lessons from Midsize Canadian Cities explores the relative prosperity of midsize Canadian urban areas (population 50,000 to 400,000) over the past two decades. Communities throughout North America have strived for decades to maintain and enhance the prosperity of their residents. In the areas that are the focus of this research, the results of these efforts have been mixed—some communities have been relatively successful while others have fallen further behind the national averages. Midsize cities often lack the resources, both internal and external, to sustain and enhance their prosperity. Policies and strategies that have been successful in larger urban areas may be less effective (or unaffordable) in smaller ones. Roads to Prosperity first examines the economic structure of forty-two Canadian urban regions that fall within the midsize range to determine the economic specializations that characterize these communities and to trace how these specializations have evolved over the time period between 1991 and 2011. While urban areas with an economic base of natural resource or manufacturing industries tend to retain this economic function over the years, communities that rely on the service industries have been much more likely to experience some degree of restructuring in their economies over the past twenty years. The overall trend among these communities has been for their employment profiles to become more similar and for their economic specialization to fade over time. The second part of the book looks at a number of currently popular economic development strategies as they have been applied to midsize urban areas and their success and failures. While there appears to be no single economic development strategy that will lead to greater prosperity for every community, Sands and Reese explore the various factors that help explain why some work and others don’t. Those with an interest in urban planning and community development will find this monograph highly informative.
