Book excerpt: Excerpt from Congressional Policy of Chinese Immigration: Or Legislation Relating to Chinese Immigration to the United States While an undergraduate at Peking University in 1905 the writ er's attention was first attracted to the governmental policy of the United States in the exclusion of Chinese by the incident of the concerted boycott of American goods in China. Coming over to San Francisco three years ago, the writer had the privilege though not accorded in a pleasant way, being detained and held for observation - of visiting the Detention Station at Angel Island, and there saw the actual conditions and treatment the unfortu nate Chinese were meeting with. These two insignificant inci dents aroused his interest in this question and furnished him the resolve to make a study of it while here. Several books and many pamphlets and articles have been writ ten in this country on the question of Chinese immigration; but of the writers, almost all treat the subject from a practical standpoint and make their strongest arguments turn primarily on the point of economic and social interests of this country, leaving untouched the more fundamental and vital question of right or wrong involved in this policy. Moreover, some writers seem to think that the Chinese in this country are, without excep tion, innocent victims of oppression; and others hold this gov ernment absolutely justified in her legislation taken to exclude this undesirable element. The mutually contributory condition. Which was probably the real cause for this unpleasant event, seems to have been lost sight of. The present study is made with these two points constantly in view. China's subsequent troubles and new dangers may, therefore, be traced to the suicidal action of the then existing Government, of the Government in power. The second reform movement, less rapid than the first, began in about 1903, under the initiative of the then two strong Viceroys, Chang Chih-tung and Yuan Shih-k'ai. The Government in power, centred in the Empress Dowager, previously reactionary, became suddenly progressive. The reform was directed to the establishment of constitutional Government. They were originally written in 1915, as part of a larger volume, the publication of which was prevented by the exigencies of war. The chapters dealing with internal affairs were published in Japan at the Cross Roads in 1917. After the unexpectedly favourable reception accorded to that work and to a previous volume, The Secret Memoirs of Count Tadasu Hayashi, the pitcher has some trepidation in going to the well for a third time. The present volume consists of the chapters of the MSS. referred to above dealing with Japan's Foreign Affairs, with such extension and elaboration as may have been necessary to bring it up to date. To a large degree, therefore, the matters principally related belong to the years 1911 to 1914. But as the events of those years are closely united to the events which have since occurred in China, they are not altogether without interest to students of Far Eastern affairs. So far as those years are concerned the author has relied almost entirely on his own memoranda. For the subsequent years he is indebted to correspondence, and to the files of The Japan Chronicle, The Japan Gazette, and the China Treaty Port foreign papers, all of which are mines of great historical value. Incidentally it should be remarked that there is no file of these papers available at any British institution, which appears to be a serious oversight of most important raw material for future historians.
