In South Africa and the World, Mills Soko reflects on some of the salient issues that have pervaded public discourse during this time, analysing them within the context of the contemporary South African political economy and of the country's position in the world. Arranged thematically, the essays were all written during a defining period in recent history, a period that has witnessed, among others, the accession of China to the WTO, the 9/11 terrorist attacks on the US, the invention of the iPad, the birth of Facebook, the 2008/9 global financial crisis, Brexit and the global coronavirus pandemic which began at the end of 2019. The turbulent multipolar world demands visionary political and economic leadership, supported by institutions well attuned to contemporary conditions. Such leadership is in short supply. Nor is the existing institutional architecture sufficiently equipped to deal with a complex array of economic, social, environmental, technological and demographic challenges. Mills Soko highlights what has not worked in terms of politics, leadership, foreign policy, the economy, the African development trajectory, corporate ethics, international trade, global governance, and the thread which underlies all these issues – the importance of strong, decisive and accountable leadership. He counters his criticism with what has worked and offers views on how some of the problems that have constrained progress in South Africa and the world can be solved. A central message emerges from his writings: leadership and governance matter, whether in the national or international context. It is a message that permeates all the chapters in the book. And it goes to the heart of what South Africa has gone through over the past two decades and where it is today.

Book excerpt: Over the last two decades the concept and practice of Local Economic Development (LED) has gained widespread acceptance around the world as a locally-based response to the challenges posed by globalization, devolution, local-level opportunities, and economic crises. Support for local economic development is now firmly on the agenda of many national governments and key international agencies. This volume examines the debates about Local Economic Development and examines some of the unfolding experiences of LED in the developing world. The focus is upon the region of southern Africa, and more especially upon post-apartheid South Africa. LED emerged in South Africa as one of the more significant post-apartheid development options being pursued by empowered localities with the overt encouragement of national government. Elsewhere in the developing world, much interest surrounds the experience of LED in post-apartheid South Africa, which is seen as a laboratory for experimentation, innovation, and learning. The seventeen chapters in this book examine the range of LED interventions that have been the basis for experimentation in the last decade, including both pro-market as well as pro-poor interventions. A comparative analysis of social protection for older persons in Eswatini and Lesotho, countries located in Southern Africa, is provided. The authors discuss the relevance of socio-economic rights in Kwazulu- Natal, particularly how the state should fulfil its constitutional mandate to provide the citizens of the province with access to healthcare services. The ambiguous relationship between Swaziland as British-protected territory and Britain in the period from 1903 to 1968 is also explored, hightlighting how the Swazi traditional authority endeavoured to protect its power and the sovereignty of the nation through British protection in 1884. Approximately 15% of the world production of titanium dioxide is mined in South Africa, and over 60% of this is recovered from heavy, mineral-rich Cenozoic Age dune sand deposits on the eastern coastline. As such, the authors conduct a microprobe analysis of 455 rutile grains from these sediments. The role and influence of the wildlife economy in KwaZulu-Natal is explored through a decade-long study of the wildlife sector in South Africa. The concluding study uses bivariate scatterplots and correlations analysis to elucidate the hydrogeochemical controls of salinity in typical circumneutral coalmine groundwater"--
