Book excerpt: The book explores developments in Russia-China relations in the aftermath of the global economic crisis, arguing that the crisis transformed their bilateral affairs, regional liaisons and, crucially, altered the roles both states play on the international arena. Discussing how Russo-Chinese cooperation has accelerated in energy trade, arms sales and in the Russian Far East, the focus is on how the still mutually advantageous relationship has become more asymmetric than ever, reflecting China’s meteoric rise and Russia’s decline. These dynamics are explored through three perspectives: domestic, regional and global. Domestically, the book traces the role of political coalitions and key interest groups involved in how the two states shape their reciprocal policies. Changes in the regional dimension are examined with particular reference to a new status quo emerging in Central Asia. The book concludes by explaining how the changing relationship is affecting the international order, including the balance of power vis-à-vis the United States as well as Russia and China’s changing attitudes towards global governance.

Since 2014, China and Russia have strengthened their relationship, increasing political, military, and economic cooperation. In this report, the authors seek to understand the history of cooperation between Beijing and Moscow, the drivers of and constraints on the relationship, the potential future of cooperation between China and Russia, the impact of the Chinese-Russian relationship on the United States, and implications for future U.S. policy. The authors find that the main motivations for closer 21st century cooperation between China and Russia are the declining relative power of the United States and the persistent perceived threat from the United States to both China and Russia. If current trends continue, the authors expect the collaborative relationship between China and Russia to be sustained. Absent major (and likely undesirable) changes in U.S. policy, there is little the U.S. government or Army can do to influence the trajectory of the China-Russia relationship. The U.S. military can prepare for the results of greater Sino-Russian cooperation, including by expecting further diffusion of Chinese and Russian military equipment, additional joint planning and exercises, potential joint basing, and eventually the possibility of joint military operations.--page 4 of cover.

Book excerpt: China and Russia have grown progressively closer over the last two decades, yielding a China-Russia “axis” uniquely capable of challenging the United States and of revising key aspects of the international order. Although the scholarly literature has offered detailed descriptions and various ad hoc explanations of this trend, the Sino-Russian bilateral relationship has been the subject of very little scrutiny using rigorous theory, which has precluded the formation of logically coherent and empirically supported explanations for increasing China-Russia cooperation. Moreover, the cooperative post-Cold War trend in the bilateral relationship is puzzling for each of the major paradigms of international relations theory: realism, constructivism and liberalism. This volume brings together leading IR scholars from various theoretical perspectives, as well as theoretically-informed experts in Chinese and Russian foreign policy. The chapters develop and apply nuanced theoretical arguments to derive testable hypotheses for the cooperative trend in China-Russia relations. In contrast to existing scholarship, the book offers generalizable insights that both improve our understanding of a crucially important contemporary case, while also advancing IR theory in substantial ways.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Yet at the same time the relationship is stable, and will remain so. After all, bilateral relations are usually based on pragmatic interests and the pursuit of these interests is the very essence of foreign policy. And, as often happens in life, the most long-lasting marriages are those based on convenience. The highly complex, complicated, ambiguous and yet, indeed, successful relationship between Russia and China throughout the past 25 years is difficult to grasp theoretically. Russian and Chinese elites are hard-core realists in their foreign policies, and the neorealist school in international relations seems to be the most adequate one to research Sino-Russian relations. Realistically, throughout this period China achieved a multidimensional advantage over Russia. Yet, simultaneously Russia-China relations do not follow the patterns of power politics. Beijing knows its limits and does not go into extremes. Rather, China successfully seeks to build a longterm, stable relationship based on Chinese terms, where both sides gain, albeit China gains a little more. Russia in this agenda does not necessary lose; just gains a little less out of this asymmetric deal. Thus, a new model of bilateral relations emerges, which may be called – by paraphrasing the slogan of Chinese diplomacy – as “asymmetric win-win” formula. This model is a kind of “back to the past“ – a contemporary equivalent of the first model of Russia-China relations: the modus vivendi from the 17th century, achieved after the Nerchinsk treaty.

As a result, China is forming a new type of ‘check and balance,’ and ‘cooperation and conflict’ with the U.S. in Southeast Asia and Russia in Central Asia. Such changes in China’s foreign relations policy and strategy as well as the strategic environment in Northeast Asia will have a higher possibility of influencing the unification on the Korean Peninsula. Therefore, it is necessary to precisely analyze the international situation surrounding the Korean Peninsula and to examine China’s foreign relations with countries in Northeast Asia, Central Asia and Southeast Asia. This research provides the analysis of China’s external relations policy in these three regions to understand the international circumstances surrounding the Korean Peninsula. The research aims to form the basis for the future unification diplomatic strategy. The first part of this book explains China’s major diplomatic relationships towards four East Asian countries: Japan, Russia, North Korea, and Taiwan. This chapter particularly provides a keen analysis of developments of each relationship and discusses how China initiates its diplomatic strategy and embodies its four major diplomatic relationships. Next part analyzes China’s aggressive foreign policy in Central Asia. This part suggests that China’s active policies towards Central Asian countries during the past decade is due to the increased importance of the region to China for the following aspects: national security, geopolitical location, energy and market. Considering the aforementioned factors, China’s enhanced influence in the region and intensified relations with the neighboring countries are mainly examined. The last part explores Southeast Asia’s foreign policy in the context of the rise of the G2 rivalry, focusing on Cambodia, Vietnam, and Myanmar. This part emphasizes the importance of Southeast Asia for the U.S. and China from a geopolitical perspective. Then, it goes on how each nation formed and developed its relationship with the U.S. and China, what each country’s national interest is, how they influence their foreign polices toward the two big giants, and how each country shape their policies in response to the conflictual and suspicious relationship between Washington and Beijing. In sum, this study provides an in-depth analysis of China’s overall diplomatic strategy. It is particularly significant for the policy-makers in South Korea and other countries to understand China’s external relations in the transitional situation on the East Asian regional level as well as on the global level.
