Book excerpt: In this paper I use large, Social Security administrative data sets to examine changes in earnings distributions in the U.S. over the 1980s and early-1990s. Because the earnings information contained in these data sets comes directly from the W-2 forms filed by employers, the self-reporting errors and top-coding problems common in other data used for this type of analysis are minimized. Previous research has documented an increase in overall earnings inequality during the 1970s and the 1980s. While I too find that overall earnings inequality generally increased during the early- to mid-1980s, I find that this upward trend in earnings inequality might have slowed, or reversed, during the late-1980s and early 1990s. I also find that within-group inequality for various race and gender subgroups of the population generally increased over the period examined, confirming the results of others and extending those findings into the early 1900s. Finally, I find that women's earnings increased relative to men's earnings over the entire period and that the earnings of black males declined relative to the earnings of the other groups examined.

The author finds that this upward trend in overall earnings inequality continues in the mid-1990s, despite a period of nearly constant or slightly decreased earnings inequality from 1988 through 1992. The data also suggest that between-group earnings inequality, whether dividing the sample into groups by age group or by birth cohort, is increasing. Despite the increase in between-group earnings inequality over the period examined, however, within-group earnings inequality remains by far the largest contributor to overall earnings inequality.

Recently, the level and distribution of U.S. income have also been raised in the context of broader macroeconomic issues, such as economic growth. Accordingly, Congress has sought information on the absolute and relative experience of U.S. households, the range of incomes, and their dispersion. Describing the income distribution involves several important choices about the definition of income and the level at which income data are examined. Income can be constructed narrowly (e.g., earnings only) or broadly (e.g., as the sum of earnings, capital gains, government transfers, and other sources); it can be presented in pre-tax status or reflect taxes paid and tax credits received. Income can be presented at the individual level or represent pooled resources among households, families, or tax units. These choices about how to define income affect the magnitude of income indicators and the shape and range of the U.S. income distribution. For this reason, disagreement over the interpretation of income levels and trends frequently centers on how income is defined. This report is a guide to various measures, indicators, and graphics commonly used to describe the U.S. income distribution. It examines the complexities of income measurement, outlines important definitional and data considerations to bear in mind when using and interpreting income statistics, and reviews descriptive statistics commonly used in analysis. It also discusses the Gini index, a popular summary measure of income dispersion and an appendix presents information on additional summary indicators of income dispersion reported annually by the U.S. Census Bureau. The report provides descriptive analysis of the U.S. income distribution to illustrate various concepts and data presentation strategies. This analysis reveals broad trends, but does not provide an exhaustive study of the distribution of income in the United States. Importantly, the report does not explore potential drivers and impacts of changes to the shape and span of the distribution.

Our findings for male earnings suggest a dramatic contraction in inequality after 1939 followed by a steady rise in earnings inequality through 1989. Focusing on per capita incomes as opposed to earnings eliminates much of the trend toward rising inequality.
