Book excerpt: On 27 February 2009, Keystone applied to the Board for a CPCN under section 52 of the National Energy Board Act (NEB Act or Act) authorizing Keystone to construct and operate the Keystone XL Pipeline, and for an approval pursuant to Part IV of the NEB Act for the toll methodology and tariff. The Keystone XL Pipeline Project consists of the construction of approximately 529 kilometres (km) of new 914 millimetre outside diameter (nominal pipe size 36 inch) pipeline from Hardisty, Alberta to Monchy, Saskatchewan. The Project will also include related physical works including: eight pump stations, storage tanks and other related works and activities including 32 mainline valves, cathodic protection for the pipeline, and pig launcher and receiver facilities. This report provides an overview of the matters considered by the Board in reaching a decision on the Application. Details of the Board's assessment of issues identified by the Board or by parties to the proceeding are set out in these Reasons. In coming to its findings, the Board considered all of the evidence on the record in this matter including economic feasibility, commercial impact, tolls and tariffs, engineering, land matters, Aboriginal concerns, environment and socio-economic matters, and the public interest.--Includes text from document.
