Book excerpt: This volume is a history of the acquisition of major weapon systems by the United States armed forces from 1945 to 1960, the decade and a half that spanned the Truman and Eisenhower administrations following World War II. These instruments of warfare--aircraft, armored vehicles, artillery, guided missiles, naval vessels, and supporting electronic systems--when combined with nuclear warheads, gave the postwar American military unprecedented deterrent and striking power. They were also enormously expensive. A Brookings Institution study estimated that from the end of World War II through the mid-1990s the United States spent over $5 trillion (including the cost of the wartime atomic bomb project) on the development, production, and deployment of nuclear weapons, and on the systems for delivering and defending against them. Twenty percent of that sum was expended between 1945 and 1960.Although there is a large body of published literature on specific aspects of weapons acquisition, primarily studies of individual systems, no in-depth analysis has yet appeared that combines the histories of the Office of the Secretary of Defense (OSD) and the military services into one account. Such a study is badly needed. World War II was a watershed for acquisition. The postwar defense environment was dramatically different from that existing before the war. So too were the policies, organizations, and processes that governed the acquisition of new weapons. Many of the changes that shaped the nature and course of acquisition through the end of the century were instituted between 1945 and 1960. Additionally, many of the problems that have repeatedly challenged defense policymakers and acquisition professionals since World War II first surfaced during those years. History does not repeat itself exactly; but by revealing long-term trends and the reasons for past choices, it can help illuminate the path forward for those who must grapple with the complex issues surrounding the development, production, and deployment of major weapon systems.The volume is organized chronologically, with individual chapters addressing the roles of OSD, the Army, Navy, and Air Force in two distinct periods. The first, roughly coinciding with President Truman's tenure, covers the years from the end of World War II through the end of the Korean War in 1953. The second spans the two terms of the Eisenhower presidency from 1953 through early 1961. The year 1953 marked a natural breakpoint between the two periods. The Korean War had ended. Book excerpt: Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. It describes the organizational and doctrinal changes the Army implemented as it attempted to digest the lessons of one conflict and to prepare the force for another. The pamphlet also discusses the service's efforts to maintain its position in national defense within the parameters of President Eisenhower's New Look strategic policy. A key issue for the Army was the question of how to prepare a force to operate on an atomic battlefield. In order to compete with the Air Force and the Navy for a diminishing defense budget, the Army had to show that it, too, was a modern, forward-thinking organization, prepared to integrate a new family of tactical atomic weapons into its organization and doctrine. The resulting experiment with the Pentomic division forced Army leaders to reexamine some of their most basic assumptions about future conflict. With the increasing influence of Communist China throughout Southeast Asia, the Army also began to pay greater attention toward counterinsurgency and guerilla warfare. President Kennedy's interest in a doctrine of flexible response and his concern for combatting Communist inspired insurrections prompted the Army to increase training in unconventional warfare and to highlight the capabilities of its developing special forces--the Green Berets.
