Since 2007, the Global Forum on Migration and Development has examined ways to highlight policies and programs that can magnify the resources, both human and financial, that emigrants and their descendants contribute to development. This handbook continues that effort on the basis of earlier investigations by the book's collaborating institutions, the academic and policy literature, consultations and in-depth interviews with government officials and nongovernmental actors, and input by 62 national governments. The handbook is divided into three major parts. Each part gives concrete examples of policies and programs that have been effective, and pulls out both useful lessons and common challenges associated with the topics at hand. The pivotal question now facing many policymakers is not so much if diasporas can benefit their countries of origin but how they do so and what kinds of government policies and programs can foster these relationships.

Book excerpt: This dissertation investigates the impacts of transnational remittances and the institutionalization of diaspora engagement on development in Africa. Remittances to Africa are now around $50 billion annually and larger than inflows of foreign aid and investment. African governments continue to realize the potential contributions of their diasporas to development through not only remittances but through skills, expertise-sharing, and coordination of efforts. In 2000, four African countries had national-level institutions nominally dedicated to the diaspora and its potential to effect development: now 36 of the 54 governments have such an institution. An assessment of the political economy of remittances and governmental diaspora institutions reveals structural challenges to leveraging the contributions and skills of the diaspora for development. Through longitudinal instrumental variables regression analysis, data from between 1990 and 2010 from 43 African countries are used to test the hypotheses that (1) as the ratio of remittances to gross national income increases to a critical value, African states will experience higher growth rates in human development, after reaching a critical value, African states will experience lower growth rates in human development; and (2) African states with a national-level formal institution of the diaspora will experience higher growth rates in human development than those without such an institution. The results show that smaller amounts of remittance are positively associated with development and that larger amounts are negatively so. Overreliance on remittances exposes a dearth of opportunities within a state's borders and the costs to production and development of losing too many citizens to outmigration. Though the analysis finds no statistically significant difference between development in countries with and without national level diaspora institutions, research reveals a common set of challenges for these budding organizations: inadequate data, intergovernmental coordination, and resources. Diasporic Africans stand to impact development on the continent now more than ever. For development, African governments now must balance the challenges of leveraging the skills and expertise of growing diasporas on one hand, and on the other, managing migration by increasing institutional capacities so that citizens can thrive and want to stay.

Against the background of such celebrations, this innovative book sheds light on the diasporic networks - 'home associations' - whose economic contributions are being used to develop home. Despite these networks being part of the flow of migrants' resources back to Africa that now outweighs official development assistance, the relationship between the flow of capital and social and political change are still poorly understood. Looking in particular at Cameroon and Tanzania, the authors examine the networks of migrants that have been created by making 'home associations' international. They argue that claims in favour of enlarging 'civil society' in Africa must be placed in the broader context of the political economy of migration and wider debates concerning ethnicity and belonging. They demonstrate both that diasporic development is distinct from mainstream development, and that it is an uneven historical process in which some 'homes' are better placed to take advantage of global connections than others. In doing so, the book engages critically with the current enthusiasm among policy-makers for treating the African diaspora as an untapped resource for combating poverty. Its focus on diasporic networks, rather than private remittances, reveals the particular successes and challenges diasporas face in acting as a group, not least in mobilising members of the diaspora to fulfill obligations to home.

Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.
