Book excerpt: The ongoing data revolution, a significantly changed global context through the 2030 agenda and the necessity to use evidence more effectively in development co-operation have led to a clear momentum in international support of data and statistics. The UN World Data Forum in Cape Town represents an important milestone for the global debate, yet in view of the challenges at hand can only be a meaningful starting point. These dynamics need to be addressed at the national level worldwide and require more vigorous and concerted international support. The analysis presented in this paper demonstrates the need to speed up efforts in several regards. Recent years were to some extent supportive in bringing issues on data and statistics to a broader audience and closer to the management level of main stakeholders (including development agencies, partner countries' government institutions', etc.). Not least the dynamics of the 2030 Agenda and related initiatives were important elements for a stronger interest in related topics. At the same time the crucial role of data and statistics for the political-economy of countries and of development co-operation actors are often not addressed in discussions beyond rather narrow circles of experts and thus largely fail to translate into more effective co-operation.

As part of its final report, the Panel called for a “data revolution” and recommended the formation of an independent body to lead the charge. In this report, CSIS and JICA-RI analyze the challenges and opportunities that exist in the pursuit of the data revolution. The report also considers two developing-country cases—Laos and Myanmar—in the broader context of what will be needed to enable “leapfrog” data technologies to take hold and ultimately drive the data revolution without following the linear progression of development laid out by countries of the Organization for Economic Cooperation and Development. Though not without its bumps and turns, the road to the data revolution is paved with promise and possibility.

It proposes a software architecture and legal framework for an Internet of Trusted Data that provides safe, secure access for everyone and protects against bias, unfairness, and other unintended effects. This approach addresses issues of data privacy, security, ownership, and trust by allowing insights to be extracted from data held by different people, companies, or governments without collecting, holding, or revealing the underlying data. The software architecture, called Open Algorithms, or OPAL, sends algorithms to databases rather than copying or sharing data. The data is protected by existing firewalls; only encrypted results are shared. Data never leaves its repository. A higher security architecture, ENIGMA, built on OPAL, is fully encrypted. Book excerpt: A positive agenda for achieving the Sustainable Development Goals by 2030 All 193 member nations of the United Nations agreed in September 2015 to adopt a set of seventeen "Sustainable Development Goals," to be achieved by 2030. Each of the goals—in such areas as education and health care —is laudable in and of itself, and governments and organizations are working hard on them. But so far there is no overall, positive agenda of what new things need to be done to ensure the goals are achieved across all nations. In a search of fresh approaches to the longstanding problems targeted by the Sustainable Development Goals, the Japan International Cooperation Agency and the Global Economy and Development program at Brookings mounted a collaborative research effort to advance implementation of Agenda 2030. This edited volume is the product of that effort. The book approaches the UN's goals through three broad lenses. The first considers new approaches to capturing value. Examples include Nigeria's first green bonds, practical methods to expand women's economic opportunities, benchmarking to reflect business contributions to achieving the goals, new incentives for investment in infrastructure, and educational systems that promote cross-sector problem solving. The second lens entails new approaches to targeting places, including oceans, rural areas, fast-growing developing cities, and the interlocking challenge of data systems, including geospatial information generated by satellites. The third lens focuses on updating governance, broadly defined. Issues include how civil society can align with the SDG challenge; how an advanced economy like Canada can approach the goals at home and abroad; what needs to be done to foster new approaches for managing the global commons; and how can multilateral institutions for health and development finance evolve.
