Book excerpt: The final outcome of the wave of anti-authoritarian protests in several countries of North Africa and the Middle East, which have come to be known as the Arab Spring, remains uncertain. The Arab Spring might turn into summer if popular demonstrations succeed in establishing democracy; or it can backtrack to winter, if counter-revolutionary forces resist change. Nonetheless, the Arab world will look quite different from what it was prior to the revolts. Accordingly, external actors, and particularly the US and the EU, have had, and will continue to have, to adjust. So far the West's response to the Arab Spring has been ambivalent. On the one hand, the West finds it hard not to sympathise with the demands of the 'Arab street': an end to authoritarian and arbitrary rule, popular representation, rule of law, social justice, an end to corruption. On the other hand, Western countries are wary of the potential outcome of revolutionary change in the Arab world, since it might evolve into a system of regional relations less compatible with its preferences than it used to be in the past. Collecting the differing views of experts from the US, the EU and Arab countries, this volume intends to contribute to the international debate concerning the West's approach to the epochal change occurring across the Mediterranean. Proceedings of the fourth edition of the Transatlantic Security Symposium, held in Rome at the Ministry of Foreign Affairs on September 12th 2011.

In only a decade, Qatari policy-makers - led by the Emir, Sheikh Hamad bin Khalifa Al-Thani, and his prime minister Sheikh Hamad bin Jassim Al-Thani - catapulted Qatar from a sleepy backwater to a regional power with truly international reach. Where Tunisians, Egyptians, Yemenis, Syrians, and Libyans demanded regime changes in their political systems, protesters in the Arab monarchies have called on the kings and emirs to reform their political system from the top down, indicating the sizeable monarchical advantage. This is attributed to the fact that the EU still acts with the aim of maximising its own security by preserving stability in the region. The book explores how security, stability and the link between them – the security-stability nexus – are better understood as the master frame shaping the EU’s approach towards the Southern Mediterranean and how this affects policy enactment. The book shows that the security-stability nexus has at least been reframed in the wake of the uprisings, but also that more change has occurred in the redefinition of the master frame than in its actual enactment. The framing and reframing of the security-stability nexus, before and after the Arab uprisings, depends on the policy area under consideration, the variety of actors involved, and the forms of their involvement. This is also crucially because of the different disposition towards the EU of prominent actors in Arab Mediterranean partner countries, which points towards the EU’s increasing difficulties to achieve its goals in its near abroad. Despite widespread rhetoric among lead donors pledging to support the transformational potential of the Arab uprisings, the contributions find a more complex pattern in foreign aid provision since 2011. Among Arab donors, who have played a significant role as providers of aid to states most affected by mass protests, trends in foreign assistance reflect the competing priorities of donors, and their willingness to politicize aid provision in pursuit of their strategic interests. Among Western donors, authors find a high degree of continuity. Chapters that focus on Western donors seek to account for continuity on the part of Western governments and the EU at a moment of profound transformational potential. Two factors, bureaucratization and securitization, capture most of the explanations provided, which take into account a variety of local dimensions as well. Contributions also discuss the changing assistance environment, namely the globalization of foreign assistance, the complex bureaucratic arrangements presiding over the delivery of European and US aid, and the role of regional and international non-democracies in the provision of foreign assistance. This book analyses the implementation of the European Neighbourhood Policy in the Mediterranean, focusing on specific programs financed under the European Neighbourhood Policy Instrument in the years before and after the Arab uprisings. Building on a comparative analysis of two Maghreb countries, Tunisia and Morocco, it provides an in-depth investigation on the role of domestic actors in constraining or providing points of opportunity for the implementation of the ENP. (2) Which goals and instruments did external actors pursue toward the MENA region?
