This book analyzes the reform of SOEs in Asia, the results of which are mixed. The volume concludes that some key conditions generally need to be met for SOE reforms to be successful: national bureaucracies must have the capacity to implement the reforms, and adverse impacts on international trade and investment must be avoided.

Representing almost a third of the EU population and two distinctive models of European welfare states, this book compares development in British and German social policy over the past 25 years. During this time four periods of conservative governments were followed by centre-left administrations in both countries. Moreover, the respective economic and social positions of the two countries have been reversed. Adverse socio-economic developments have contributed to the waning of the erstwhile appeal of Germany as a role model of welfare capitalism. By contrast, the UK is seen by some as being on its way to gaining such a position. These trends provide an analytically intriguing background for a systematic contextualized comparison of reform processes in the two welfare states. Concentrating on three core domains of social policy, the book argues that unemployment support and public pension programmes have been subjected to retrenchment, as well as to restructuring. By contrast, family policies have been extended in both countries. However, patterns of retrenchment and restructuring differ across countries and programmes. In order to explain similarities and variations, the book emphasizes the relevance of three sets of factors: shifts in party policy preferences and power relations, three institutional variables, and contingent factors impinging on policy direction and profiles. Within pension policy, the relevance of different institutional characteristics and the respective balance between private and public forms of retirement suggest that the concept of 'path dependence' is particularly instructive. By contrast, differences in programme structures and their role within national political economies prove to be most relevant for the understanding of changes in unemployment support policy. Less institutionally embedded and expanding, the trajectories of family policies have to be seen in the context of dynamic party policy preferences.

In their rejection of mimetic representation and traditional historiography, postmodern slave narratives such as Ishmael Reed's Flight to Canada, Octavia Butler's Kindred, Toni Morrison's Beloved, Charles Johnson's Ox Herding Tale and Middle Passage, Jewelle Gomez's The Gilda Stories, and Samuel Delaney's Stars in My Pocket like Grains of Sand set out to counter the usual slave narrative's reliance on realism and objectivity by creating alternative histories based on subjective, fantastic, and non-realistic representations of slavery. As these texts critique traditional conceptions of history, identity, and aesthetic form, they simultaneously re-invest these concepts with a political agency that harkens back to the original project of the 19th-century slave narratives. In their rejection of mimetic representation and traditional historiography, Spaulding contextualizes postmodern slave narrative. By addressing both literary and popular African American texts, Re-Forming the Past expands discussions of both the African American literary tradition and postmodern culture.

Theoretical and empirical evidence is then summarized and evaluated with respect to the costs and benefits of regulators granting forbearance to economically insolvent institutions. An analysis is given of the whys and hows of privatizing federal deposit insurance in case the reforms in FDICIA prove ineffective. An examination follows of the causes and consequences of the Bank of Credit and Commerce International (BCCI) debacle of the early 1990s and the implications for the supervision of foreign banks in the United States and elsewhere. Next the broader issue is discussed of whether U.S. financial markets affect the behavior of U.S. corporate managers, particularly whether they encourage managerial myopia. Without concluding whether such myopia exists, policy options are examined that would make financial markets more conducive to longer-term planning, including permitting banks to invest in corporate equity and thus monitor firms as owners as well as creditors.

Book excerpt: This book is the sequel to Fighting Europe's Unemployment in the 1990s, the collection of papers presented at the Salzburg Symposium of the Egon-Sohmen-Foundation in 1994. Though the problem of un employment was urgent already then, it has not found a practical solution in the meantime, and even intellectually it remains somewhat of a mystery. A clue is offered by the contrast with the United States: they have the working poor; we, on the old continent, have the welfare recipients. This brings the relationship between unemployment and the welfare state to the fore. On closer inspection, however, the matter appears to be much more complicated than the transatlantic contrast suggests. Consider only that the welfare state and what is called "social policy" have a long tradition in Europe. They obviously did not pre vent or noticeably hamper the decline in unemployment in the 1950s and the emergence of full employment in the 1960s. This leaves room for various conjectures. Does the welfare state matter only after a long time lag or after it has grown too fast or too much beyond a critical size? Is it the welfare state per se that is harmful to employment or do its harmful effects arise only under certain conditions, e. g.
