Formal theories and rational choice methods have become increasingly prominent in most social sciences in the past few decades. Proponents of formal theoretical approaches argue that these methods are more scientific and sophisticated than other approaches, and that formal methods have already generated significant theoretical progress. As more and more social scientists adopt formal theoretical approaches, critics have argued that these methods are flawed and that they should not become dominant in most social-science disciplines. Rational Choice and Security Studies presents opposing views on the merits of formal rational choice approaches as they have been applied in the subfield of international security studies. This volume includes Stephen Walt's article "Rigor or Rigor Mortis? Rational Choice and Security Studies," critical replies from prominent political scientists, and Walt's rejoinder to his critics. Walt argues that formal approaches have not led to creative new theoretical explanations, that they lack empirical support, and that they have contributed little to the analysis of important contemporary security problems. In their replies, proponents of rational choice approaches emphasize that formal methods are essential for achieving theoretical consistency and precision.

What is it about ethnicity that breaks countries apart and drives people to acts of savage violence against their lifelong neighbors? Stuart Kaufman rejects the notion of permanent "ancient hatreds" as the answer. Dissatisfied as well with a purely rationalist explanation, he finds the roots of ethnic violence in myths and symbols, the stories ethnic groups tell about who they are. Ethnic wars, Kaufman argues, result from the politics of these myths and symbols—appeals to flags and faded glories that aim to stir emotions rather than to address interests. Popular hostility based on these myths impels groups to follow extremist leaders invoking such emotion-laden ethnic symbols. If ethnic domination becomes their goal, ethnic war is the likely result. Kaufman examines contemporary ethnic wars in the Caucasus and southeastern Europe. Drawing on information from a variety of sources, including visits to the regions and dozens of personal interviews, he demonstrates that diplomacy and economic incentives are not enough to prevent or end ethnic wars. The key to real conflict resolution is peacebuilding—the often-overlooked effort by nongovernmental organizations to change hostile attitudes at both the elite and the grassroots levels.

Book excerpt: The assumption that rewards and punishments influence our choices between different courses of action underlies economic, sociological, psychological, and legal thinking about human action. Hence, the notion of a reasoning criminal--one who employs the same sorts of cognitive strategies when contemplating offending as they and the rest of us use when making other decisions--might seem a small contribution to crime control. This conclusion would be mistaken. This volume develops an alternative approach, termed the "rational choice perspective," to explain criminal behavior. Instead of emphasizing the differences between criminals and non-criminals, it stresses some of the similarities. In particular, while the contributors do not deny the existence of irrational and pathological components in crimes, they suggest that the rational aspects of offending should be explored. An international group of researchers in criminology, psychology, and economics provide a comprehensive review of original research on the criminal offender as a reasoning decision maker. While recognizing the crucial influence of situational factors, the rational choice perspective provides a framework within which to incorporate and locate existing theories about crime. In doing so it also provides both a new agenda for research and sheds a fresh light on deterrent and prevention policies.
