Book excerpt: Monetary Integration in Western Europe: EMU, EMS and Beyond discusses the origins of the Economic Monetary Union, (the European Monetary System is the forerunner of the EMU), and the integration of the European Community starting from the Treaty of Rome. The Treaty provides most of the elements necessary for a monetary union. The Community attempts to formulate a systematic, coherent approach to monetary integration as contained in the Barre Report. The Barre Report proposes that progress in two areas, coordinating economic policies and instituting a system of mutual financial assistance, is essential. In the Hague Summit, the heads of state want to enlarge and closely integrate the members of the Community. A commission under Luxembourg Prime Minister and Finance Minister, Pierre Werner prepares the plan for the EMU. On March 22, 1971, the Six member states approve the adoption of the EMU in several stages, and formally launch the EMU project. The Six have as goals to promote exchange rate stability within the Community, to coordinate economic polies through consultation procedures, to settle structural differences through Community policies, and to liberalize the movement of goods, services, and the factors of production. Economists, sociologists, professors in economics, and policy makers involved in international economics, particularly with the EU, will find the book valuable.

Not all countries, though, have fared the same. Indeed, even prior to the financial crisis, the fiscal fates of countries have been diverging, despite predictions that pressures from economic globalization push countries toward more convergent fiscally conservative policies. Featuring the work of an international interdisciplinary team of scholars, this volume explains patterns of fiscal performance (persistent patterns of budget deficits and government debt) from the 1970s to the present across seven countries – France, Italy, Germany, Japan, South Korea, Sweden, and the United States. Among other things, the cases highlight the role of taxpayer consent, tax structure, the welfare state, organization of interests, and labor and financial markets in shaping fiscal outcomes. Figures that are published are often at variance with the socio-economic realities of the countries. This study examines the availability and reliability of official military expenditure data for six countries in West, Central and East Africa, using a combination of interviews with key actors in the military budgeting process and analysis of official documents in the countries selected. The author concludes that data are indeed available in many of these countries but that the quality of the data varies from country to country. Two main factors account for this - the influence of the donors of economic aid, whose insistence that artain certain maximum level of expenditure on defence should not be exceeded has encouraged the manipulation of data by the countries concerned; and the general loss of capacity in several countries to compile the necessary statistics.

In other respects too, there was little evidence that Western Germany would emulate the 'crisis situation' affecting other West European states. Yet 'stability' is not an immobile condition, and since it results from the interaction of a number of factors - political, social and economic - no single explanation of Germany's performance is likely to be convincing. Furthermore, West Germany has to face several unresolved problems which, although not pointing to a fundamental crisis, remind us that the concept of 'stability' has to be approached with care. The essays in this book reflect these ideas, and they explore a range of issues that are central to the understanding of contemporary German politics. The political focus is apparent in the analyses of the 1980 federal election and in the related contributions on political leadership and the questions surrounding German political culture. However, other themes also merit detailed attention: West German foreign policy and the Deutschlandpolitik as well as problems associated with university reform, the interpretation of German history, and the considerations affecting both the management and the performance of the West German economy. Finally, the discussion is concluded by examining the question of whether the German democracy does have 'secrets' that might explain the stability of the political system.

Book excerpt: This paper focuses on the corporate income tax (CIT) regime that features a high statutory rate but low revenue productivity, as well as a bias toward debt financing, ineffective size-dependent regimes, and inefficient tax incentives. Profit-insensitive taxes are comparatively high. Anti-tax-avoidance rules are strong, but risks to outbound profit shifting remain. Tax uncertainty is another concern. At the individual level, the system of taxing wealth and capital income is complex, with distortions from differential taxation across savings instruments. To address some of these issues and make the tax system more supportive of growth and job creation, the government plans to reduce the CIT rate, further cut the labor tax wedge, unify taxes on capital income, and narrow the wealth tax. Staff’s analysis suggests that complementing these reforms with measures to remove inefficient tax incentives, further reduce the debt bias, address disincentives to company growth, and streamline the taxation of long-term savings could enhance their impact on competitiveness, revenues, and growth.
