Book excerpt: As expectations for students to meet high academic standards have risen over the past two decades, so have the expectations for students to complete, and excel in, more rigorous mathematics courses. Once a course reserved only for the college-bound, algebra is now a graduation requirement for all California students as well as an early "gateway" into a college preparatory program. In recent years, pressure has mounted for students to clear this gateway earlier and earlier; while most districts now require algebra in ninth grade, some do so in grade 8 and some offer it as early as seventh grade for some of their students. Meanwhile, data in most districts reveal large discrepancies among student groups in both their enrollment in and their successful completion of Algebra I. Ensuring success in algebra for all students involves several key areas of attention and action for districts. These include the creation of a strong K-12 mathematics curriculum, appropriate placement of students in mathematics courses, enhancement of current instructional capacity in mathematics, and provision of additional supports for struggling students. In today's fiscal climate, finding funds to address these issues is perhaps the greatest challenge of all, but the recent infusion of one-time funds from the American Recovery and Reinvestment Act of 2009 (ARRA) may provide new opportunities. This brief draws on dialogue and investigation among the district practitioners, researchers, and policymakers participating in the California Collaborative on District Reform. This brief discusses ways in which districts can approach these issues given the current fiscal and political context in California. It also provides recommendations for strategies the state can use to support districts in these efforts. (Contains 2 footnotes.).

Book excerpt: Recommendations by the National Council on Education Standards and Testing (NCEST) are provided concerning whether national standards and a system of assessments are desirable and feasible and how national standards and a system of assessments are to be developed and implemented. The NCEST found that the absence of explicit national standards keyed to world-class levels of performance severely hampers the ability to monitor the nation's progress toward the six national education goals. Without well-defined and demanding standards, American education has gravitated toward "de facto" national minimum expectations, with curricula focusing on low-level reading and arithmetic skills and on small amounts of factual material in other content areas. Most current assessment methods cannot determine if students are acquiring the skills/knowledge they need to prosper in the future. These assessments reinforce the emphasis on low-level skills and processing bits of data rather than on problem solving and critical thinking. It is concluded that high national education standards and a voluntary linked system of assessments are desirable and feasible mechanisms for raising expectations, revitalizing instruction, and rejuvenating education reform efforts for all American schools and students. The NCEST will work toward local commitment to high national expectation for achievement for all students, and toward developing Federal, state, and local policies that ensure high quality resources (instructional materials and well-prepared teachers). Book excerpt: In a survey of 1,500 administrators, most of the 400 respondents agreed by an 8 to 1 margin that reforms to raise academic standards in public schools are necessary. In high schools, a decline in reading, vocabulary, and math skills is due basically to a decreased academic emphasis. Solutions include more required courses, more opportunities for writing and laboratory activities, homework in all classes, and a rigid core curriculum. Second, the absence of rigorous graduation requirements in high schools seems to account for an increase in remedial college enrollments. Achievement tests, advanced placement courses, and counseling are strategies to make college-bound students aim higher. Third, students become negligent when their teachers demand little. Districts are attempting to raise expectations through methods such as grading, homework, and attendance policies. Other academic reforms involve productive use of time, participation of key working groups in the standard-raising process, and continued attention to disadvantaged students. Recently, districts have been concentrating on elementary school standards by involving parents, providing attention to "high risk" students, monitoring students, and using tests for diagnosis. Appendices contain: (1) the results of a polling of 1,200 adults concerning standard-setting measures; and (2) minimum state graduation requirements. (RG)
