In discussing the radiological defense system, the defense problem is divided into three time phases: emergency, operational recovery and final recovery. The objectives and measures of effectiveness in each phase are discussed. Countermeasures are classified as to type. The concept of a central countermeasure type in each phase is introduced. Central countermeasures are selected and their interactions are discussed. It is concluded that failure to recognize the interactions between countermeasures is resulting in development of countermeasures on incompatible grounds.

In a nuclear war, the situation will be complicated, and different operational situations will be encountered at different locations; that is, radiation intensities will vary greatly, the available shelter will not be equally effective, personnel may have to spend time outside of shelter to perform vital functions, etc. Although each operational situation can be "solved" by innumerable operational regimens, only a limited number of solutions will control the radiation to an acceptable level while permitting the necessary functions to be accomplished. The development of an optimal plan of action is difficult because of the number and complexity of the input parameters involved.
