However, greater civic association and a general sense of community, embodied in the concept of social capital, are said to have tremendous beneficial effects and profoundly influence American society. This 2007 study juxtaposes and critically assesses two bodies of research that have reached different conclusions on these issues. Is America's legacy of racial inequality an 'evil twin' of the benefits of social capital? By analysing the social outcomes for racial minorities, in addition to other dimensions of American politics, the author shows that the impact of racial diversity consistently outweighs that of social capital.

Meritocracy poses a paradox: On one hand, it integrates individuals through frameworks of equal treatment, equal justice and opportunity regardless of race, language or religion. On the other hand, individuals are then segregating through academic sorting, they are rewarded based on credentials and performance which also results in elite identification and bonding. After a generation, without mitigation action, social stratification can result. Distinctive circles differentiating social elites from non-elites, the professional classes from non-professional classes emerge. The remedy the authors propose is network diversity which is the organic forming of ties across class and other social boundaries built on deliberate policies, programmes and platforms designed to facilitate that. This social mixing, forged in social infrastructure such as schools, workplaces, and voluntary associations pays off by producing the collective goods of national identity and trust. This hypothesis has been tested in the case of Singapore society and the empirical results from the research on the power of network diversity and bridging social capital are found in this volume. An insightful read for scholars and practitioners in public policy and social network analysis looking to understand the challenges faced by and the experiences that have emerged from the case of Singapore with its multicultural and cosmopolitan setting.

Book excerpt: Diverse Communities is a critique of Robert Putnam's social capital thesis, re-examined from the perspective of women and cultural minorities in America over the last century. Barbara Arneil argues that the idyllic communities of the past were less positive than Putnam envisions and that the current 'collapse' in participation is better understood as change rather than decline. Arneil suggests that the changes in American civil society in the last half century are not so much the result of generational change or television as the unleashing of powerful economic, social and cultural forces that, despite leading to division and distrust within American society, also contributed to greater justice for women and cultural minorities. She concludes by proposing that the lessons learned from this fuller history of American civil society provide the normative foundation to enumerate the principles of justice by which diverse communities might be governed in the twenty-first century.

Book excerpt: The consequences of racial and ethnic diversity are of increasing interest, not only for researchers but also for politicians and the public. In this dissertation, I examine the effects of racial and ethnic diversity on social capital in Germany as well as in the United States. The first chapter addresses the association between diversity and various dimensions of social capital in the German context. These dimensions are trust, membership, and contact and include items like generalized trust, trust in friends and strangers, membership in clubs and organizations, and neighborly contact. I find that different social capital measures are differently related to diversity for Germans. In the second chapter, I examine the relationship between racial and ethnic diversity and generalized trust in the U.S. at different geographic levels. Specifically, I am studying if the census tract, the county, or the state are of importance for this relationship. The results show that smaller geographic areas are more important for the diversity-trust relationship and that not diversity per se but the presence of specific racial and ethnic groups is relevant for generalized trust. Based on these results, in the last chapter, I investigate under which circumstances diversity and generalized trust are related in the U.S. More specifically, I examine the moderating effect of racial and ethnic segregation in the diversity-trust relationship. The results show no support for a moderating effect of residential segregation.

Book excerpt: Racial inequality persists in American society and, thus, scholars have called for systematic analyses of the mechanisms and processes that reproduce racial differences in access to resources, opportunity, and power. Using data collected from 121 leaders and 684 members of diverse churches, I investigate the role of race in how leaders access and mobilize social capital and how these processes influence the formation of friendships. While racial integration increases the social proximity of racial and ethnic minorities to resource-rich networks, the ability to access those networks is limited by the social ties that people form. Drawing upon an in-depth analysis of qualitative interviews, I first find that white men form social networks that facilitate interracial sharing and opportunity hoarding and, in comparison to white women and people of color, experience greater access to resources through personal, community, and institutional networks. My second empirical chapter examines how and why leaders develop diversity initiatives for their congregations using a qualitative analysis of in-depth interviews. I find that while white leaders promote equality and diversity, they also commodify the social value of race and ethnicity to generate resources from their social networks. In the final empirical chapter, I conduct a multilevel analysis examining how diversity strategies and other organizational factors shape the diversity and strength of friendships that form within multiracial churches. I find that increasing the proportion of paid leaders of color is the only diversity strategy that positively associates with increased diversity of member networks. Further investigation reveals that churches who receive funding for being diverse are less racial integrated and that race moderates the strength of close ties. These findings of this dissertation suggest the need for further investigation into the racial mechanisms that influence the social capital of leaders and the social networks of members of diverse organizations.

Yet some scholars now argue that trust is lower when we are surrounded by people who are different from us. Eric M. Uslaner challenges this view and argues that residential segregation, rather than diversity, leads to lower levels of trust. Integrated and diverse neighborhoods will lead to higher levels of trust, but only if people also have diverse social networks. Professor Uslaner examines the theoretical and measurement differences between segregation and diversity and summarizes results on how integrated neighborhoods with diverse social networks increase trust in the United States, Canada, the United Kingdom, Sweden and Australia. He also shows how different immigration and integration policies toward minorities shape both social ties and trust.

At a time when communal ties in American society are increasingly frayed and segregation persists, the workplace is more than ever the site where Americans from different ethnic, religious, and racial backgrounds meet and forge serviceable and sometimes lasting bonds. What do these highly structured workplace relationships mean for a society still divided by gender and race? Structure and rules are, in fact, central to the answer. Workplace interactions are constrained by economic power and necessity, and often by legal regulation. They exist far from the civic ideal of free and equal citizens voluntarily associating for shared ends. Yet it is the very involuntariness of these interactions that helps to make the often-troubled project of racial integration comparatively successful at work. People can be forced to get along-not without friction, but often with surprising success. In an increasingly diverse society, individuals find it more difficult to identify with other citizens and, therefore, are less willing to show solidarity. Empirical tests of the relationship between diversity and solidarity are, however, inconclusive. This book tests the hypothesis that diversity undermines solidarity in various ways. It discusses the meaning of social solidarity and the different motives that people can have to act solidary, and it examines the relationship between ethnic diversity and solidarity at the national, regional and local levels. These empirical tests use multiple methods, such as an international survey, a vignette study among the Dutch population, and a field experiment involving visitors to a popular market in Amsterdam. The role of the mass media is examined by studying the images of different ethnic groups that are presented in some popular newspapers, TV programmes and a news provider on the Internet. The collection concludes that, although ethnicity is certainly an important factor in understanding patterns of solidarity, there is not a simple linear relationship between ethnic diversity and solidarity. Even though ethnic difference in itself may be a source of discrimination, one cannot conclude from this that increasing ethnic diversity will necessarily result in less solidarity.

Book excerpt: We review the bourgeoning literature on ethno-racial diversity and its alleged effects on public trust and cohesion in the context of the evolution of the concept of social capital and earlier claims about its manifold positive effects. We present evidence that questions such claims and points to the roots of civicness and trust in deep historical processes associated with race and immigration. We examine the claims that immigration reduces social cohesion by drawing on the sociological classics to show the forms of cohesion that actually keep modern societies together. This leads to a typology that shows “communitarianism” to be just one such form and one not required, and not necessarily ideal, for the smooth operation of complex organizations and institutions. Implications of our conclusions for future research and immigration policy are discussed.
