Book excerpt: African American legal theorist Derrick Bell argued that American anti-Black racism is permanent but that we are nevertheless morally obligated to resist it. Bell—an extraordinary legal scholar, activist, and public intellectual whose academic and political work included his employment as a young attorney with the NAACP and his pivotal role in the founding of Critical Race Theory in the 1970s, work he pursued until he died in 2011—termed this thesis “racial realism.” Racism and Resistance is a collection of essays that present a multidisciplinary study of Bell's thesis. Scholars in philosophy, law, theology, and rhetoric employ various methods to present original interpretations of Bell's racial realism, including critical reflections on racial realism’s relationship to theories of adjudication in jurisprudence; its use of fiction in relation to law, literature, and politics; its under-examined relationship to theology; its application in interpersonal relationships; and its place in the overall evolution of Bell’s thought. Racism and Resistance thus presents novel interpretations of Bell’s racial realism and enhances the literature on Critical Race Theory accordingly.

This book provides the first detailed historical exploration of race policy development in these two countries. In this path-breaking work, Bleich argues against common wisdom that attributes policy outcomes to the role of powerful interest groups or to the constraints of existing institutions, instead emphasizing the importance of frames as widely-held ideas that propelled policymaking in different directions. British policymakers' framing of race and racism principally in North American terms of color discrimination encouraged them to import many policies from across the Atlantic. For decades after WWII, by contrast, French policy leaders framed racism in terms influenced largely by their Vichy past, which encouraged policies designed primarily to counter hate speech while avoiding the recognition of race found across the English Channel.

Book excerpt: In the United Kingdom, as in the United States, race relations are surrounded with taboos defined by the politically correct concepts of what Ray Honeyford calls the race relations lobby. This lobby, championed by the Commission for Racial Equality (CRE) has a vested interest in depicting the United Kingdom as a society rotten with endemic racism, and its ethnic minorities as victims doomed to failure. An outgrowth of the Race Relations Act of 1976, the Commission was founded in response to worthy concerns about race and patterned after its American prototype, the Congress of Racial Equality. Its constant demands for increased powers have only increased with the coming into power of the New Labour Party. That makes Ray Honeyford's critique all the more urgent. Honeyford exposes the policies and practices of the Commission to public view, encouraging informed debate about its need to exist. The CRE possesses considerable legal powers—powers which seriously undermine the great freedoms of association, contract, and speech as-sociated with the United Kingdom. Without denying the presence of racial prejudice, Honeyford shows that the picture of the United Kingdom as a divisive nation is a serious misrepresentation. Placing the CRE in its historical and political context, Honeyford outlines its powers, and analyzes its formal investigations in the fields of education, employment, and housing. He also examines its publicity machine and its effect on public and educational libraries. He points out the danger of uncritically replicating the American experience. According to Honeyford, Americans have replaced a melting-pot notion of society, with all citizens loyal to a national ideal, with a "tossed-salad" concept which encourages the creation of self-conscious, separate, and aggressive ethnic groups, each claiming special access to the public purse, and having little regard for national cohesion and individual liberties.
