Rather than simply characterizing Americans as either nativist or nonnativist, this book argues that controversies over immigration policy are best understood as questions over political membership and belonging to the nation. The relationship between citizenship, race, and immigration drive the politics of belonging in the United States and represents a dynamism central to understanding patterns of contemporary public opinion on immigration policy. Beginning with a historical analysis, this book documents why this is the case by tracing the development of immigration and naturalization law, institutional practices, and the formation of the American racial hierarchy. Then, through a comparative analysis of public opinion among white, black, Latino, and Asian Americans, it identifies and tests the critical moderating role of racial categorization and group identity on variation in public opinion on immigration.

Illuminating this elusive relationship, Unequal under Law lays out how decades of both manifest and latent racism helped shape a punitive U.S. drug policy whose onerous impact on racial minorities has been willfully ignored by Congress and the courts. Doris Marie Provine’s engaging analysis traces the history of race in anti-drug efforts from the temperance movement of the early 1900s to the crack scare of the late twentieth century, showing how campaigns to criminalize drug use have always conjured images of feared minorities. Explaining how alarm over a threatening black drug trade fueled support in the 1980s for a mandatory minimum sentencing scheme of unprecedented severity, Provine contends that while our drug laws may no longer be racist by design, they remain racist in design. Moreover, their racial origins have long been ignored by every branch of government. This dangerous denial threatens our constitutional guarantee of equal protection of law and mutes a much-needed national discussion about institutionalized racism—a discussion that Unequal under Law promises to initiate.

However, politicians from both parties and from all racial backgrounds continually appeal to negative racial attitudes for political gain. Challenging what we think we know about race and politics, LaFleur Stephens-Dougan argues that candidates across the racial and political spectrum engage in “racial distancing,” or using negative racial appeals to communicate to racially moderate and conservative whites—the overwhelming majority of whites—that they will not disrupt the racial status quo. Race to the Bottom closely examines empirical data on racialized partisan stereotypes to show that engaging in racial distancing through political platforms that do not address the needs of nonwhite communities and charged rhetoric that targets African Americans, immigrants, and others can be politically advantageous. Racialized communication persists as a well-worn campaign strategy because it has real electoral value for both white and black politicians seeking to broaden their coalitions. Stephens-Dougan reveals that claims of racial progress have been overstated as our politicians are incentivized to employ racial prejudices at the expense of the most marginalized in our society.

Most Americans continue to hope that the younger generation, which many believe manifests less racism and more acceptance of a multiracial society, will lead to more moderate racial politics—but this may not be happening. Overtly racist attitudes have declined, but anti-black stereotypes and racial resentment remain prevalent among white Americans. To add, the shape of racial attitudes has continued to evolve, but our existing measures have not evolved in step and cannot fully illuminate the challenge at hand. With Racial Stasis, Christopher D. DeSante and Candis Watts Smith argue persuasively that this is because millennials, a generational cohort far removed from Jim Crow and the Civil Rights era, lack sufficient understanding of the structural nature of racial inequalities in the United States and therefore also the contextual and historical knowledge to be actively anti-racist. While these younger whites may be open to the idea of interracial marriage or living next to a family of a different race, they often do not understand why policies like affirmative action still need to exist and are weary about supporting these kinds of policies. In short, although millennials’ language and rationale around race, racism, and racial inequalities are different from previous generations’, the end result is the same.

They discuss the factors that affected the development of the action program and they note that democratic elections of low-income representatives, however much preferred by democratic reformers, were an ineffective way of representing the interests of the poor. The book stresses the way in which both machine and reform structures affected the ability of minority groups to organize effectively and to form alliances in urban politics. It considers the wide-ranging critiques made of the Community Action Program by conservative, liberal, and radical analysts and finds that all of them fail to appreciate the significance and intensity of the racial cleavage in American politics.

One of the first books to compare the representation of both African Americans and Latinos to that of whites, Minority Report shows that congressional decisions and federal policy tend to mirror the preferences of whites as a group and as individuals better than the preferences of either minority group, even after accounting for income disparities. This is far from the whole story, though, and the authors’ multifaceted approach illustrates the surprising degree to which group population size, an issue’s level of importance, the race or ethnicity of an office holder, and electoral turnout can affect how well government action reflects the views of each person or group. Sure to be controversial, Minority Report ultimately goes beyond statistical analyses to address the root question of what equal representation really means.

Book excerpt: For long-time residents of Washington, DC’s Shaw/U Street, the neighborhood has become almost unrecognizable in recent years. Where the city’s most infamous open-air drug market once stood, a farmers’ market now sells grass-fed beef and homemade duck egg ravioli. On the corner where AM.PM carryout used to dish out soul food, a new establishment markets its $28 foie gras burger. Shaw is experiencing a dramatic transformation, from “ghetto” to “gilded ghetto,” where white newcomers are rehabbing homes, developing dog parks, and paving the way for a third wave coffee shop on nearly every block. Race, Class, and Politics in the Cappuccino City is an in-depth ethnography of this gilded ghetto. Derek S. Hyra captures here a quickly gentrifying space in which long-time black residents are joined, and variously displaced, by an influx of young, white, relatively wealthy, and/or gay professionals who, in part as a result of global economic forces and the recent development of central business districts, have returned to the cities earlier generations fled decades ago. As a result, America is witnessing the emergence of what Hyra calls “cappuccino cities.” A cappuccino has essentially the same ingredients as a cup of coffee with milk, but is considered upscale, and is double the price. In Hyra’s cappuccino city, the black inner-city neighborhood undergoes enormous transformations and becomes racially “lighter” and more expensive by the year.

Book excerpt: We’ve heard plenty from politicians and experts on affirmative action and higher education, about how universities should intervene—if at all—to ensure a diverse but deserving student population. But what about those for whom these issues matter the most? In this book, Natasha K. Warikoo deeply explores how students themselves think about merit and race at a uniquely pivotal moment: after they have just won the most competitive game of their lives and gained admittance to one of the world’s top universities. What Warikoo uncovers—talking with both white students and students of color at Harvard, Brown, and Oxford—is absolutely illuminating; and some of it is positively shocking. As she shows, many elite white students understand the value of diversity abstractly, but they ignore the real problems that racial inequality causes and that diversity programs are meant to solve. They stand in fear of being labeled a racist, but they are quick to call foul should a diversity program appear at all to hamper their own chances for advancement. The most troubling result of this ambivalence is what she calls the “diversity bargain,” in which white students reluctantly agree with affirmative action as long as it benefits them by providing a diverse learning environment—racial diversity, in this way, is a commodity, a selling point on a brochure. And as Warikoo shows, universities play a big part in creating these situations. The way they talk about race on campus and the kinds of diversity programs they offer have a huge impact on student attitudes, shaping them either toward ambivalence or, in better cases, toward more productive and considerate understandings of racial difference. Ultimately, this book demonstrates just how slippery the notions of race, merit, and privilege can be. In doing so, it asks important questions not just about college admissions but what the elite students who have succeeded at it—who will be the world’s future leaders—will do with the social inequalities of the wider world.

In Racial Resentment in the Political Mind, Darren Davis and David Wilson explore the idea that racial resentment, rather than simply racial prejudice, is the basis for growing resistance among whites to efforts to improve the circumstances faced by minorities in the United States. The authors start with the idea that there is growing sentiment among whites that they are "losing-out" and "being cut in line" by Blacks and other minorities, as reflected in an emphasis on diversity and inclusion, multiculturalism, trigger warnings, and political correctness, an increase in African Americans occupying powerful and prestigious positions, and the election of Barack Obama as the first Black president. The culprits, as they see it, are undeserving Blacks, as well as other minorities, who are perceived to benefit unfairly from, and take advantage of, resources that come at whites' expense. This rewarding of unearned resources challenges the status quo and the "rules of the game," especially as they relate to justice and deservingness. These reactions may not stem from racial prejudice or hatred toward Blacks; instead, they may result from threats to whites' sense of justice, entitlement, and status. This sentiment is occurring among everyday citizens who do not subscribe to hate-filled racial or nationalistic ideologies but rather seek to treat everyone respectfully and equally, even those who are different, and understand that rejecting others because of racial prejudice is offensive"--

Book excerpt: As the voting public continues to diversify across the United States, political candidates, and particularly white candidates, increasingly recognize the importance of making appeals to voters who do not look like themselves. As history has shown, this has been accomplished with varying degrees of success. During the 2016 election, for example, both Hillary Clinton and Bernie Sanders campaigned vociferously among Latino voters in Nevada's early primary, where nineteen percent of the Democratic caucus consisted of Latinos. Clinton released a campaign message to these voters stating that she was just like their abuela (or grandmother). The message, widely panned, came across as insincere, and Clinton, who otherwise performed well among Latinos nationally, lost by a wide margin to Sanders. On the other hand, in 2013, Bill de Blasio, campaigning for mayor of New York City, appeared with his black son in a commercial aimed against stop and frisk policies. His appeal came across as authentic, and he received a high level of support among black voters. In Campaigning in a Racially Diversifying America, Loren Collingwood develops a theory of Cross-Racial Electoral Mobilization (CRM) to explain why, when, and how candidates of one race or ethnicity act to mobilize voters of another race or ethnicity. Specifically, Collingwood examines how and when white candidates mobilize Latino voters, and why some candidates are more succesful than others. He argues that candidates strategize by weighing the potential costs and benefits of conducting CRM based on the size of the minority electorate (the benefit) and the overall level of white racial hostility (the cost). Extensive cross-racial mobilization is most likely to occur when elections are competitive, institutional barriers to the vote are low, candidates have previously developed a welcoming racial reputation with target voters, whites' attitudes are racially liberal, and the Latino electorate is large and growing. Moreover, candidates who can demonstrate cultural competence and do so repeatedly are much more likely to be successful at making such appeals. The book looks at CRM trends and case studies over the past seventy years to gauge how politics in various places have changed as the American electorate has diversified. It draws on the author's research in over thirty archives in nine states, candidate and survey data, and experimental approaches to assess causality in voter responses to candidate behavior.

Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.
