Jusqu'à tout récemment, la plupart des études ayant porté sur les politiques migratoires étaient concentrées sur les pays du Nord et se préoccupaient avant tout des migrations irrégulières en provenance du Sud. Le livre de Lama Kabbanji apporte un nouvel éclairage sur la gestion des migrations dans une partie de l'Afrique où le brassage des populations existe depuis de nombreuses années, produisant un des premiers systèmes migratoires "régionalisés". Cet ouvrage est ainsi une contribution majeure et originale sur le processus de régionalisation des politiques migratoires en Afrique de l'Ouest depuis les années 70, particulièrement entre le Burkina Faso et la Côte d'Ivoire. L'auteure démontre tout d'abord que, depuis les années 2000, la gestion régionale des migrations en Afrique de l'Ouest est en reconfiguration, en réponse aux changements intervenus plus particulièrement dans les relations entre l'Europe et l'Afrique. Ceci a comme implication une multiplication des mécanismes de contrôle et de restriction des migrations, surtout inter-régionales. L'examen des dynamiques migratoires entre le Burkina Faso et la Côte d'Ivoire au cours de la période 1970-2000 permet ensuite d'illustrer le décalage entre les orientations politiques et la réalité vécue par les populations. Certains éléments de la crise socio-politique en Côte d'Ivoire, notamment l'émergence du concept d'ivoirité à la fin des années 1990 et ses effets sur les échanges migratoires entre le Burkina Faso et ce pays, indiquent en eux-mêmes le faible niveau d'application des politiques migratoires régionales. Ce livre invite ainsi à une évaluation plus systématique de ces politiques afin de pouvoir les améliorer et d'en faire un facteur déterminant de l'intégration des pays de l'Afrique de l'Ouest. Les politiques régionales gagneraient à être sérieusement revues afin de coller davantage aux intérêts réels des populations en quête de bien-être économique et social que souvent seule la migration peut leur procurer.

Book excerpt: This article examines the motivations behind the important migration from Burkina Faso to Cote d'Ivoire, the economic pole in the West African Economic and Monetary Union. This article uses a detailed household survey data set on migration, natural resource management, risk management and solidarity collected in 2000 and 2002 in northeastern Burkina Faso. In addition to the household survey, two other village and institutional level surveys were conducted. The methodology emphasises the linkage between economic theories and empirical evidence, using econometric tools that are robust both to the selection and standard error bias. It enables to study the specificities of the seasonal migration and estimate migration incomes. The structural model of migration decision revealed the importance of migration as a unique survival strategy in the study regions confronted with severe scarcity of natural resources. Results supported that even under the pessimistic scenario where the direct benefits of the regional integration programme would go exclusively to the polar economy, households in the Sahel may still benefit from an increased economic attractiveness of this destination. Therefore, the study recommended enforcing regional laws as regards to the free movement of labour.

It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.

The volume of South-South migration (migration between developing countries) is larger than migration from the South to high-income OECD countries. International migration is dominated by voluntary migration, which is driven by economic factors. Refugees and asylum seekers made up 16.3 million, or 8 percent, of international migrants in 2010. Worldwide remittance flows are estimated to have exceeded $440 billion in 2010, of which developing countries received $325 billion. Remittances proved to be resilient during the recent global financial crisisùthey fell only 6 percent in 2009 and registered a quick recovery in 2010. The top migrant-destination country is the United States, followed by the Russian Federation, Germany, Saudi Arabia, and Canada. The top immigration countries, relative to population, include Qatar, the United Arab Emirates, Kuwait, Andorra, and the Cayman Islands.
