Download or read book Webster s New World Telecom Dictionary written by Ray Horak and published by John Wiley & Sons. This book was released on 2007-11-28 with total page 590 pages. Available in PDF, EPUB and Kindle. Book excerpt: Webster’s New World Telecom Dictionary, by Ray Horak, is a comprehensive telecommunications dictionary of more than 7,500 terms critical to understanding voice, data, video, and multimedia communications system and network technologies, applications, and regulation. Given the convergence of computing and communications, the book also effectively is a computer dictionary with a telecom focus. It is thoroughly researched, highly objective, absolutely accurate, and includes just about every essential term, abbreviation, acronym, contraction, initialism, and portmanteau you might encounter in the telecom and datacom domains. Although the book is a technical dictionary, Horak’s plain-English, commonsense style yields definitions that are as thoroughly understandable to the business professional or student as they are to the electrical engineer. In fact, many entries are encyclopedic in nature, discussing applications and issues. Horak also injects a bit of his wry sense of humor, sprinkling occasional telecom trivia and marginally related definitions that will have you smiling and chuckling to yourself, but not to the point that they detract from what is an important book on a serious subject. An instant classic, Webster’s New World Telecom Dictionary is the one and only telecom dictionary you will need. It also makes a perfect companion to Horak’s Telecommunications and Data Communications Handbook, published by Wiley-Interscience in October 2007.
Download or read book Refusals to License Intellectual Property written by Ian Eagles and published by Bloomsbury Publishing. This book was released on 2011-12-15 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: Economic analysis rarely appears on the judicial horizon in intellectual property litigation. In competition cases, by contrast, economists are familiar figures in the courtroom and the language of economics is scattered throughout the judgments of even the highest courts. One might expect, therefore, that refusals to license intellectual property would generate the same fruitful symbiosis between law and economics when those refusals surface in competition proceedings. This however, has not been how the law on this subject has developed in most jurisdictions. Courts and enforcement agencies faced with a unilateral refusal to license have instead tended to retreat into sketchily articulated black letter rules and presumptions which then have to be fenced off from the rest of competition law by economically irrelevant qualifications and distinctions based on private law categorisations of, and rationales for, individual intellectual property rights. This bypassing of case-by-case analysis in favour of more traditional modes of legal reasoning is not entirely the fault of lawyers. Economists have contributed to this state of affairs by urging judges and regulators to convert empirically undernourished theories about the proper role of intellectual property in a market economy into rules of law and evidentiary presumptions intended to be binding in future cases. How this came about and what it means for the future of effective competition enforcement globally are the twin concerns of this book.

Available in PDF, EPUB and Kindle. Book excerpt: The process of formulating and implementing telecommunications policy in the United States often seems chaotic and disorganised, with overlapping responsibility and frequent conflicts among federal and state regulators, Congress, the Administration, and the Federal judiciary. There has never been a consensus on what should change and what should remain unaltered. Telecommunications policy has evolved gradually over a relatively long period of time, resulting in a cumulative major transformation. It is still tied, however, to the Communications Act of 1934. Actions have been taken that have gradually moved policy from traditional public utility regulation of a monopoly to greater reliance on market forces and encouragement of competition. The policies are an amalgam incorporating elements from a wide range of political and economic views. There is nothing endemic in this transformation process to guarantee that the resulting policies have led to greater economic efficiency or that they are better in some subjective sense than alternatives that are available. policies that have been implemented in order to evaluate their impact. An objective evaluation of the impact of a policy affords an opportunity to make adjustments to it based on the realised economic consequences. This approach to policy making can be looked upon as a learning-by-doing exercise. In this book a number of objective studies based on data from various telecommunications systems are presented. These studies discuss and evaluate policies that have been implemented. In a number of instances, the policies have been misguided. Recommendations to correct the most egregious problems are offered.

Available in PDF, EPUB and Kindle. Book excerpt: After broadband access, what next? What role do metrics play in understanding “information societies”? And, more important, in shaping their policies? Beyond counting people with broadband access, how can economic and social metrics inform broadband policies, help evaluate their outcomes, and create useful models for achieving national goals? This timely volume not only examines the traditional questions about broadband, like availability and access, but also explores and evaluates new metrics more applicable to the evolving technologies of information access. Beyond Broadband Access brings together a stellar array of media policy scholars from a wide range of disciplines—economics, law, policy studies, computer science, information science, and communications studies. Importantly, it provides a well-rounded, international perspective on theoretical approaches to databased communications policymaking in the Americas, Europe, Asia, and Africa. Showcasing a diversity of approaches, this invaluable collection helps to meet myriad challenges to improving the foundations for communications policy development.
