Book excerpt: In this paper we study the effect of different treaty designs on the success of international environmental agreements (IEAs). We analyze the standard assumption of an efficient abatement scheme and three uniform abatement quota schemes. Apart from analytical results, the analysis is supported by simulations based on the STACO (stability of coalitions) model. It turns out that quota agreements where the members decide by majority or unanimity voting are successful in overcoming free-rider incentives within an IEA. Finally, our results provide a rationale for the application of uniform abatement quotas in IEAs.

Negotiations to control potential climate changes have been taking place, from Rio to Kyoto, for the last five years. There is a widespread consciousness that the risk of incurring in relevant economic and environmental losses due to climate change is high. Scientific analyses have become more and more precise on the likely impacts of climate change. According to the Second Assessment Report of the Intergovernmental Panel on Climate Change, current trends in greenhouse gases (GHGs) emissions may indeed cause the average global temperature to increase by 1-3. 5 °C over the next 100 years. As a result, sea levels are expected to rise by 15 to 95 em and climate zones to shift towards the poles by 150 to 550 km in mid latitudes. In order to mitigate the adverse effects of climate change, the IPCC report concludes that a stabilization of atmospheric concentration of carbon dioxide - one of the major GHGs - at 550 parts per million by volume (ppmv) is recommended. This would imply a reduction of global emissions of about 50 per cent with respect to current levels. In this context, countries are negotiating to achieve a world-wide agreement on GHGs emissions control in order to stabilize climate changes. Despite the agreement on targets achieved in Kyoto, many issues still remain unresolved.

Is either of these positions justified? The aim of this book is to highlight and learn the lessons from existing experience, looking not just at results but also at specific elements of agreements and also at the process of the agreement itself. Lessons are drawn from experience from across the world, covering the full range of environmental challenges, and from the perspective of key stakeholder groups. Importantly, the book also presents tools for assessing and improving existing agreements and includes recommendations and guidelines for future agreements in key areas such as climate change. It also deals at length with the problem of how such agreements might be used in developing and transitional economies. The overall view of the book is that there is a real potential for the future use of VEAs as part of the policy mix and as a tool for sharing the responsibility for meeting environmental objectives.
