Book excerpt: In 1949 the German constitution set down the entitlement to equality for men and women in the Federal Republic of Germany in article 3. Until the late 1950s it was up to men to decide where to live and how to utilise families’ assets. Women were not permitted to decide on their participation in the labour market but had the duty to administer the household and help their husbands. When Angela Merkel became chancellor of Germany in 2005, she was not only one of the most influential politicians in the world but also one of the few female leaders who managed to break through the glass ceiling. Chancellor Merkel herself blocked Minister of Employment, Ursula von der Leyen’s attempt towards affirmative action. As a matter of fact Germany is lagging behind when it comes to women in leading positions. In 2010, only 0,9% of the leadership positions in the 100 largest German companies and 2,6% in the top 200 companies were held by women. (Holst & Wiemer, 2010) This is in stark contrast to the fact that at team-leader level in German companies, women represent 20% of the staff after representing almost 60% of university graduates. This underrepresentation, which illustrates the topic of this study, is especially difficult to understand since recent studies have shown a positive correlation between the proportion of women in management positions and companies’ performance, which made approximately 10% more in terms of profits with a balanced gender policy (Wiemer, 2010). As a consequence, Germany is facing a discussion on the introduction of a women’s quota for management positions in German companies. Currently there is a great debate going on concerning the pros and cons of a women’s quota.

Book excerpt: Gender Equality and Policy Implementation in the Corporate World takes a unique approach to the issue of gender equality in corporations in the 21st century. It examines the implementation of specific policies that seek to promote women's presence on corporate boards in 15 democracies in Western and Central Eastern Europe, North America, and Australasia through the lens of the Gender Equality Policy in Practice Approach. The thirteen empirically rich country chapters by leading country experts and two separate comparative chapter answer core questions. How were policies adopted and implemented? Did they achieve any degree of success that would allow for real and lasting equality? What were the politics of the pursuit of corporate gender equality across the 15 countries? What worked and did not work and why? What are the lessons to be drawn from these experiences? The findings of the book show that policy implementation does matter, but that in this last bastion of male domination, policies have had more success in increasing women's numbers over challenging gender-biased norms that block women of all cultural and socio-economic backgrounds from gaining real power on boards. The path-breaking study shows that the reasons for this slow change are highly complex and case specific, in the details of each policy mix. While progress has been slow in coming, it has still been made even in these challenging times. Future policy success, the book concludes, is in the hands of men and women willing to come forward to overcome these well entrenched obstacles.

Exploring the application of quotas and affirmative action at an institutional or organizational level from a variety of different perspectives, the contributions in Diversity Quotas, Diverse Perspectives provide an understanding of the complexity and controversial nature of policies and actions in different countries. Even within Europe, implementation has varied widely from country to country. For example, while most European countries have employment quotas for people with disabilities, there is little consistency among the European Union's member states when it comes to quotas and other policies relating to ethnic minorities in employment and educational settings. Focussing here particularly on gender-related initiatives, but raising questions pertinent to other aspects of diversity, the contributions from international researchers investigate variances between and differing justifications for policies. Despite the rapid international diffusion of these measures, most research has focused on single countries - or, at most, the presence of quotas within one world region. Consequently, explanations for the adoption and impact of gender quotas derived from one study often contradict with findings from other cases. Quotas for Women in Politics is the first book to address quotas as a global phenomenon to explain their spread and impact in diverse contexts around the world. It is organized around two sets of questions. First, why are quotas adopted? Which actors are involved in quota campaigns, and why do they support or oppose quota measures? Second, what effects do quotas have on existing patterns of political representation? Are these provisions sufficient for bringing more women into politics? Or, does their impact depend on other features of the broader political context? Synthesizing literature on quota policies, this book develops a framework for analyzing the spread of quota provisions and the reasons for variations in their effects. It then applies this framework to examine and compare campaigns for reserved seats in Pakistan and India, party quotas in Sweden and the United Kingdom, and legislative quotas in Argentina and France.

To date, research on these measures has focused primarily on quota design, adoption, and effects on the numbers of women elected. While this remains a crucial focus, quotas are not simply about changing the proportion of women in political office. Both supporters and opponents of quotas suggest, albeit from different perspectives, that positive action for women as candidates will influence the kinds of women elected, the policy-making process as it concerns women's issues, the way citizens view women in public life, and the relationship between female voters and the political process. Seeking to initiate a "second generation" of research on quotas, this volume is an effort to inspire a new literature focused on theorizing and studying the broader impact of quotas on politics and society. The book is structured in relation to three facets of political representation: the attributes of officeholders (descriptive representation); the promotion of group interests during the legislative process (substantive representation); and the broader cultural meanings and social consequences of political incorporation (symbolic representation). Within each section, the chapters include case studies from four regions of the world: Western Europe, Latin America, Sub-Saharan Africa, and Asia and the Middle East. This approach recognizes that quotas are a global phenomenon and that research on quotas and representation benefits from a comparative, cross-national approach. The Impact of Gender Quotas is a theory-building and comparative exercise in elaborating concepts commonly used to analyze the broad impacts of gender quotas. The book begins with the argument that the means by which women enter politics may influence how, why and to what extent their presence affects political representation. Following a preface by Drude Dahlerup, one of the pioneers of gender quota research, the editors introduce the book with a conceptual framework for analyzing the impact of quotas, based upon descriptive, substantive and symbolic dimensions of representation. The book is subsequently organized into three sections, each devoted to analyzing one of the dimensions of representation, and each of these sections contains a chapter case study from one of four regions of the world (Western Europe, Latin America, Sub-Saharan Africa, and Asia).
