Book excerpt: This introduction sets the theoretical framework for explaining and understanding the changing dynamic between the external powers and the Arab Gulf monarchies. It begins with an historical overview of the Gulf monarchies' long relationships with extra-regional actors, focusing on their bilateral alliances with the United Kingdom and the United States of America. The analysis in this section emphasizes the use of realist approaches to international politics - such as the balance of power and balance of threat strategies - to both material and ideational challenges to the Gulf monarchies. The chapter then proceeds to highlight the roles played by relative newcomers to the Gulf at the dawn of the 21st century. France, China, and South Korea have made good use of their financial, economic, technological, and cultural statecraft. Finally, in the face of a more assertive foreign policy orientation on the part of the Arab Gulf monarchies in the wake of post-Arab Spring instability throughout the Middle East, the chapter considers whether this regional alliance model will once again give way to bilateral alliances. What opportunities for a larger regional role exist for powers that have traditionally not perceived the Gulf as within their sphere of interests? It then discusses how the contributions to this book address this changing dynamic, and analyzes the central themes discussed in this volume.

Book excerpt: The paper begins with an analysis of the concept of 'region' which is more ambiguous than one might think. This is followed by an analysis of the Gulf region's structural features and outstanding problems, all of which bode ill for stability: the region is fundamentally multipolar and 'open-ended;' the internal balance-of-power is changing rapidly; the involvement of external powers is unpredictable; most of the states in the region are internally unstable; and there are several outstanding territorial and other problems that might trigger a war. The author further looks at one particularly disturbing aspect of these problems, namely the regional arms acquisitions which exhibit most of the characteristics associated with a fully-fledged arms race. As a possible solution to these problems, the author looks at the concepts of common and cooperative security that are based on a realization that states cannot achieve lasting security at the expense of each other. While acknowledging that these concepts are profoundly political, the author nevertheless focuses on the military implications thereof, i.e. the concept of defensive restructuring of the armed forces, or non-offensive defense. Ideally each state in a region should be capable of defending itself against the others, but incapable of attacking its neighbors. As a way to achieve this goal, the author argues in favor of a combination of indigenous efforts at strengthening defensive capabilities (also vis-à-vis external powers), a region-wide arms control process, and an 'arms transfer restraint regime

Book excerpt: Master's Thesis from the year 2019 in the subject Politics - International Politics - Topic: Peace and Conflict Studies, Security, , language: English, abstract: This thesis provides a nuanced assessment of the effectiveness of the UN-led mediation process in Yemen’s civil war between April 2015 and February 2018 in order to detect lessons learned for one of the main challenges of our time: effective conflict management. Based on latest developments in armed conflicts, civil wars are the most destabilizing threats in the current international system as well as the most difficult types of conflicts to manage and terminate. Especially since 2011, revolutionary dynamics and state fragility in the MENA region led to highly complex internationalized civil wars that involve major-power tensions and features of proxy-warfare. Against this backdrop, the very limits of the “standard regime” employed by the international community to manage civil wars in the post-Cold War era, namely: mediation and peacekeeping, are being tested sharply. This thesis contributes to one possible way the regime could survive, namely though lessons learned. While mich is known about UN peacekeeping, less so about UN civil war mediation. Hence, the thesis focuses on third-party mediation as the most common form of conflict management with a special emphasis on the effectiveness of the UN as a leading actor in applying this standard treatment. Through utilizing six key conditions for mediator effectiveness from Bergmann (2017) in expert interviews, the thesis finds that the low degree of UN mediator effectiveness in Yemen was mainly related to the (coherent) partisanship of the UNSC, whose Chapter VII resolution 2216 functioned as mediation mandate and rendered an impartial and balanced process impossible. This added to the missing leverage of the mediator on all sides and to the missing willingness of the parties to compromise as well as to the restraint of major P-5 and western governments to reign the regional actors in. Most apparent lessons learned include the need to reflect the complexities involved in the mandate and throughout the process. The mandate should allow for the inclusion of all actors directly or indirectly involved through negotiation formats on several levels. Incentives and disincentives need to be revised, highest priority and sufficient funds should be allocated to UN mediation and above all, an impartial and balanced process should be safeguarded against all odds as this tackles the trust in and the very credibility of the UN and the integrity of the rules-based system of international relations as a whole.

During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers--the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified. Such measures will bear on the suitability of the naval forces to meet the deterrence objectives. The capabilities of U.S. naval forces that especially bear on the deterrence objectives also are examined. Finally, the book examines the utility of models, games, and simulations as decision aids in improving the naval forces' understanding of situations in which deterrence must be used and in improving the potential success of deterrence actions.
