Book excerpt: The debate on political reform in the Gulf states has intensified dramatically in recent years. However, discourse on the topic is usually couched in terms of authoritarianism vs. democratisation. However, a more appropriate angle from which to view it, argues this new book, is in terms of the evolution of Gulf constitutions and the widening of political participation. The contributors demonstrate that constitutional reforms have so far served the purpose of consolidating the absolute power of the rulers but have also allowed the progressive development of institutions whose representative character and influence on the policy-making process has been growing. Political participation has considerably widened – partly thanks to these new or strengthened institutions – but even more so because of the increased access to information and freedom of expression brought about by the IT revolution. None of the Gulf regimes is truly democratic, and a long evolution will probably be necessary before they can be recognised as such. Nevertheless, this book demonstrates that real change is taking place and that prospects for political reform in the Gulf may even be better than in the rest of the Arab world.

Few black rights associations emerged, and their struggle culminated in the promulgation of a law punishing racist acts and words in October 2019. The step is historical, and stems from Tunisia’s foreseeing policy concerning human and civil rights. In 1846, Tunisia was the first country to abolish slavery and the slave trade in the Ottoman Empire and in the Middle Eastern world. Becoming the ‘Abid addresses the issue of the legacy of slavery in a southern Tunisian governorate, where racism towards “black” individuals is still a painful experience and takes the form of professional, educational, and marital discrimination. Referring to the concept of “structural inequality”, the book goes beyond the simplistic idea that race is only related to phenotype, taking distance from the Western racial concepts, and highlights how processes of racialization are contextual, processual, and changing constructions.

The critique of ‘essentialism' (i.e. there is no specifically feminine essence) proposed by both gender theory and deconstruction is just one more twist in the ontological negation of the feminine. Contrary to all expectations, however, this ever more radical hollowing out of woman within intellectual movements supposed to protect her, this assimilation of woman to a ‘being nothing', clears the way for a new beginning. Let us now assume the thought of ‘woman' as an empty but resistant essence, an essence that is resistant precisely because it is empty, a resistance that strikes down the impossibility of its own disappearance once and for all. To ask what remains of woman after the sacrifice of her being is to signal a new era in the feminist struggle, changing the terms of the battle to go beyond both essentialism and anti-essentialism. In this path-breaking work Catherine Malabou begins with philosophy, asking: what is the life of a woman philosopher?
