Book La question jurassienne

Download or read book La question jurassienne written by Alain Pichard and published by Collection Savoir suisse. This book was released on 2004-01-01 with total page 146 pages. Available in PDF, EPUB and Kindle.

Book Conscripts and Deserters

Download or read book Conscripts and Deserters written by Alan I. Forrest and published by Oxford University Press, USA. This book was released on 1989 with total page 305 pages. Available in PDF, EPUB and Kindle. Book excerpt: Between the outbreak of war with Austria in 1792 and Napoleon's final debacle in 1814, France remained almost continously at war, recruiting in the process some two to three million frenchmen--a level of recruitment unknown to previous generations and widely resented as an attack on the liberties of rural communities. Forrest challenges the notion of a nation heroically rushing to arms by examining the massive rates of desertion and avoidance of service as well as their consequences on French society--on military campaigns and the morale of armies, on political opinion at home, on the social fabric of local villages, and on the Napoleonic dream of bringing about a coherent and centralized state.

Book Climatic Variability in Sixteenth Century Europe and Its Social Dimension

Download or read book Climatic Variability in Sixteenth Century Europe and Its Social Dimension written by Christian Pfister and published by Springer Science & Business Media. This book was released on 2013-03-14 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: A multidecadal cooling is known to have occurred in Europe in the final decades of the sixteenth-century. It is still open to debate as to what might have caused the underlying shifts in atmospheric circulation and how these changes affected societies. This book is the fruit of interdisciplinary cooperation among 37 scientists including climatologists, hydrologists, glaciologists, dendroclimatologists, and economic and cultural historians. The known documentary climatic evidence from six European countries is compared to results of tree-ring studies. Seasonal temperature and precipitation are estimated from this data and monthly mean surface pressure patterns in the European area are reconstructed for outstanding anomalies. Results are compared to fluctuations of Alpine glaciers and to changes in the frequency of severe floods and coastal storms. Moreover, the impact of climate change on grain prices and wine production is assessed. Finally, it is convincingly argued that witches at that time were burnt as scapegoats for climatic change.

Book Fiscal Federalism in Switzerland

Download or read book Fiscal Federalism in Switzerland written by Bernard Dafflon and published by World Bank Publications. This book was released on 2005 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Its highly fragmented structure of local governments and serious horizontal fiscal imbalances make Switzerland a surprisingly powerful model for Eastern European countries that are currently facing the challenge of fiscal decentralization. In spite of the substantial differences in the tradition and current practice of intergovernmental fiscal relations, transition economies may learn valuable lessons from the Swiss case in the fields of direct democracy, horizontal cooperation, expenditure and revenue assignment, and fiscal discipline. Among other conclusions, the authors suggest that subnational authorities can effectively fend off recentralization attempts of the central government if they engage in spontaneous cooperation to enhance the efficiency of public service provision. Together with an adequate fiscal equalization scheme, interjurisdictional cooperation also permits the reconciliation of the objective of an increasing devolution of powers with the existing regional disparities. The authors also show that the principle of subsidiarity can best be safeguarded by anchoring the expenditure and revenue powers of subnational governments in the constitution or in a similarly strong law. With regard to fiscal discipline, the combination of a "golden rule" with direct democratic instruments of budget control is proven to be successful in enhancing the accountability of local politicians toward their constituencies.

Book The Republican Alternative

Download or read book The Republican Alternative written by André Holenstein and published by Amsterdam University Press. This book was released on 2008 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Republican Alternative seeks to move beyond the mere notion of scholarly inquiry into the republic—the subject of recent rediscovery by political historians interested in Europe’s intellectual heritage—by investigating the practical similarities and differences between two early modern republics, as well as their self-images and interactions during the turbulent seventeenth and eighteenth centuries. Among the world’s most economically successful societies, Switzerland and the Netherlands laid much of the foundation for their prosperity during the early modern period discussed here. This volume attempts to clarify the special character of these two countries as they developed, including issues of religious plurality, the republican form of government, and an increasingly commercially-driven agrarian society.

Book The Creation of States in International Law

Download or read book The Creation of States in International Law written by James R. Crawford and published by Oxford University Press. This book was released on 2007-03-15 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: Statehood in the early 21st century remains as much a central problem as it was in 1979 when the first edition of The Creation of States in International Law was published. As Rhodesia, Namibia, the South African Homelands and Taiwan then were subjects of acute concern, today governments, international organizations, and other institutions are seized of such matters as the membership of Cyprus in the European Union, application of the Geneva Conventions to Afghanistan, a final settlement for Kosovo, and, still, relations between China and Taiwan. All of these, and many other disputed situations, are inseparable from the nature of statehood and its application in practice. The remarkable increase in the number of States in the 20th century did not abate in the twenty five years following publication of James Crawford's landmark study, which was awarded the American Society of International Law Prize for Creative Scholarship in 1981. The independence of many small territories comprising the 'residue' of the European colonial empires alone accounts for a major increase in States since 1979; while the disintegration of Yugoslavia and the USSR in the early 1990s further augmented the ranks. With these developments, the practice of States and international organizations has developed by substantial measure in respect of self-determination, secession, succession, recognition, de-colonization, and several other fields. Addressing such questions as the unification of Germany, the status of Israel and Palestine, and the continuing pressure from non-State groups to attain statehood, even, in cases like Chechnya or Tibet, against the presumptive rights of existing States, James Crawford discusses the relation between statehood and recognition; the criteria for statehood, especially in view of evolving standards of democracy and human rights; and the application of such criteria in international organizations and between states. Also discussed are the mechanisms by which states have been created, including devolution and secession, international disposition by major powers or international organizations and the institutions established for Mandated, Trust, and Non-Self-Governing Territories. Combining a general argument as to the normative significance of statehood with analysis of numerous specific cases, this fully revised and expanded second edition gives a comprehensive account of the developments which have led to the birth of so many new states.
