Should they blindly follow skilled demagogues or false and deceptive leaders? Should they adhere to the voice of the majority, or should they take a different decisional path? Deliberative democracy answers these questions, but what is deliberative democracy? Can we really deliberate if we are completely ignorant of the relevant issue? What about ethical or political expertise, is it strictly necessary? Finally, and most significantly, can a deliberative process take place if we ignore the techniques governing it; that is, the techniques required to be minimally skilled in rational argumentation? Giovanni Boniolo goes back to the historical and theoretical foundations of deliberation showing us, with some irony, that deliberation is a matter of competence, and not just a matter of a right to decide. His conclusion might not delight everyone: “anyone who is not sufficiently acquainted with the subject matter or lacks the sufficient deliberative competence ought not be admitted to deliberative discussions. This restriction makes both good deliberation and a proper deliberative democracy possible, otherwise debate degenerates into demagogy and hypocrisy”.

While democratic innovations flourish around the world, there have been great hopes for their potential to revitalize representative government and solve the increasing apathy of the public. Based on a rich ethnographic study in France, Italy and Spain, this book shows how participatory institutions can encourage personal involvement, by creating the procedural and social conditions conducive to the formation of a competent and involved citizenry. Rather than deliberation itself, it seems that informal discussions and interactions between a diverse public allow mutual learning and the beginning of a political trajectory for people at the margins of the public sphere. However, this book also shows that citizens can become disappointed by the little decision-making power they are granted, as they leave the process often more cynical than before. Among other things, social movements criticize existing deficits in democratic systems; they promote practices of deliberation and enact non-hierarchical structures that challenge existing democratic institutions. Very often, these challenges emerge from the context of struggle against unjust situations involving social exclusion, economic inequalities or the violation of fundamental rights. Democratization and Struggles Against Injustice draws on the insights of one of the greatest American philosophers, John Dewey, as well as on some central intuitions of Frankfurt School Critical Theory to account for the connection between the democratic potential of social movements and their capacity to articulate injustice and promote just social relations. Particularly, it develops the idea that this double capacity can be explained by introduction of the pragmatist notion of experimental inquiry into the analysis of the epistemic practices of the mobilized. By introducing pragmatist epistemology to the study of social movements, Democratization and Struggles Against Injustice broadens the possibilities for their emancipatory potential.

As participatory schemes have grown in number and gained in social legitimacy over recent years, the research community has analyzed the virtues of participatory policies from several points of view, but usually giving focus to the most successful and well-known grass-roots cases. This book examines a wider range of participatory interventions that have been created or legitimized by central governments, providing original exploration of institutional democratic participatory mechanisms. Looking at a huge variety of subnational examples across Italy, Spain and France, the book interrogates the rich findings of a substantial research project. The authors use quantitative and qualitative methods to compare why these cases of participatory mechanisms have emerged, how they function, and what cultural impact they’ve achieved. This allows highly original insights into why participatory mechanisms work in some places, but not others, and the sorts of choices that organizers of participatory processes have to consider when creating such policies.
