Va-t-on dès lors être tenté de freiner cet élargissement et notamment empêcher les nouvelles démocraties d'Europe centrale d'adhérer alors que la stabilisation de leur régime dépend à terme de leur appartenance à l'Union? C'est impossible. L'enjeu de la consolidation de la liberté retrouvée est trop important pour l'ensemble du continent. Dès lors, il n'y a pas d'autre issue: il faut approfondir l'Union européenne, c'est-à-dire essentiellement adapter son système institutionnel de manière à le rendre efficace et effectif tout en maintenant sa légitimation démocratique. Il convient aussi d'assurer la cohérence économique et sociale d'un ensemble de plus en plus diversifié au plan culturel. Tel est l'objet du débat dans le présent ouvrage.
