Given the magnitude of the issues, they believed that it would be inappropriate to paint with too broad a stroke. What they have accomplished, however, is to codify and identify what the participants repeatedly noted in regard to issues and difficulties inherent in conducting outcome evaluation. These include: varying definitions of outcome; complexities in measuring outcomes of particular interventions with different groups of consumers and documenting the effectiveness of the intervention; the tendency to focus on evaluation of process more than outcome; the challenge of involving practitioners in the evaluation task, in part because its value is unclear to them or perceived as distant or untrustworthy; the typical inadequacy of resources available for systematic evaluation; and the need to inject rigor into the design and execution of evaluation projects. The authors demonstrate strong conviction about sharing research expertise across national boundaries; learning through each other how to cope with organizational impediments to cross-national collaboration; and strengthening the interaction between practice and research. Their contributions suggest that there is wide interest in pursuing cross-national collaboration. In recent years, largely in response to demands by their funding sources for accountability, assessment of performance, and cost effectiveness, researchers in human services have been devoting increased attention to outcome evaluation. Limited attention, however, has been given to the findings of evaluation studies conducted in different countries. The present volume has been organized and edited to address the task of learning from outcome research across the world. Its goal, an extension of a major goal of the human services in any one country, is to improve life chances of vulnerable children and youth.

The long-term human and fiscal consequences of child abuse and neglect are not relegated to the victims themselves -- they also impact their families, future relationships, and society. In 1993, the National Research Council (NRC) issued the report, Under-standing Child Abuse and Neglect, which provided an overview of the research on child abuse and neglect. New Directions in Child Abuse and Neglect Research updates the 1993 report and provides new recommendations to respond to this public health challenge. According to this report, while there has been great progress in child abuse and neglect research, a coordinated, national research infrastructure with high-level federal support needs to be established and implemented immediately. New Directions in Child Abuse and Neglect Research recommends an actionable framework to guide and support future child abuse and neglect research. This report calls for a comprehensive, multidisciplinary approach to child abuse and neglect research that examines factors related to both children and adults across physical, mental, and behavioral health domains--including those in child welfare, economic support, criminal justice, education, and health care systems--and assesses the needs of a variety of subpopulations. It should also clarify the causal pathways related to child abuse and neglect and, more importantly, assess efforts to interrupt these pathways. New Directions in Child Abuse and Neglect Research identifies four areas to look to in developing a coordinated research enterprise: a national strategic plan, a national surveillance system, a new generation of researchers, and changes in the federal and state programmatic and policy response.

Book excerpt: In FY 2009, the Children's Bureau funded the Center for the Study of Social Policy, in partnership with ZERO TO THREE: National Center for Infants, Toddlers, and Families, and the National Alliance of Children's Trust and Prevention Funds, to create a National Quality Improvement Center on Early Childhood (QIC-EC) focused on child maltreatment prevention. The purpose of the 5-year QIC-EC is to promote knowledge development, knowledge dissemination, and knowledge integration in this area. Knowledge development focuses on program and systems strategies that contribute to the prevention of child maltreatment and to the promotion of increased family strengths and optimal development among infants and young children (birth-5) who are at high-risk for abuse, neglect, and abandonment. Knowledge dissemination is supported by facilitating collaborative information-sharing and problem-solving via a national QIC-EC Learning Network, the Children's Bureau Training and Technical Assistance network, and ongoing relationships with other stakeholders and partners. Knowledge integration is the culmination and desired impact of knowledge development and knowledge dissemination resulting in positive change for families and children and sustainable, systemic change at multiple levels of the child maltreatment prevention field. Integration happens as effective knowledge development and dissemination activities reinforce, support, and then translate new learning into practice and use. This paper contains the following sections: (1) Affirmation of the Need for the QIC-EC; (2) Designing the Delivery and Evaluation of an Intervention; (3) The Overarching Research Question for the R&D Projects; (4) Outcomes, Indicators, Measurement, and Instrumentation; and (5) Introduction to Evaluation Plans.
