Book excerpt: State agencies have implemented weigh-in-motion (WIM) sensors for years to assess and monitor various aspects of highway commercial motor vehicle traffic. This study analyzes 3.5 years of WIM data from 33 WIM sites provided by the Indiana Department of Transportation (INDOT) and compares systematic procedures to identify WIM locations with measurement errors. The following areas are examined: WIM accuracy and precision, class 9 front axle weight, left-right front axle residual, and impact of pavement smoothing on WIM performance. The statistical distribution of Class 9 truck's front axle weight as a performance metric is suggested for automated online software. This study also assessed the accuracy and precision of two WIM sites by direct comparison with weight data obtained at Indiana State Police certified weigh scales. A 5 month study on I-94 collected 564 static weights and found that 98% of the WIM weights were within ± 5% of the static weights. A second study on I-70 collected 262 static weights and found that 87% of the WIM weights were within ± 5% of the static weights after statistical adjustment.

Book excerpt: At hundreds of Weigh in Motion (WIM) stations, State Departments of Transportation collect traffic data every year to support pavement design, to enforce weight restrictions on highways and bridges, and to provide planning data for highway improvements. Reliable WIM data is particularly important to support the procedures in the FHWA Mechanistic Empirical Pavement Design Guide (MEPDG). The purpose of the research is to identify and resolve four related but relatively stand-alone problems associated with WIM data collected by NCDOT. Quality Control: After the NCDOT collects WIM data and converts it from proprietary vendor format to an ASCII text format, the quality of the data must be checked. During the quality control (QC) procedures, tests identify incomplete datasets, out of range values for individual vehicle classes, and other possible data problems. Vehicle class and weight checks generate 0.97% and 6.42% anomalies, respectively thus confirming that NCDOT equipment captured reliable WIM measurements. NC Urban and Rural Truck Traffic Profiles: Knowing the type of traffic by vehicle class by highway functional classification is critical to designing, maintaining and paying for North Carolina highway pavements. Thus, GVW plots by vehicle class and highway functional class are very important. The results indicate that in general, the class 5 and 9 GVW plots for all categories of WIM stations show expected trends. These results may be used by highway planners and pavement designers to quickly determine typical truck traffic profiles in the various NC regions and provide insight into NC truck transportation flows. Book excerpt: This paper provides a summary of the weigh-in-motion (WIM) calibration practices used by state highway and load enforcement agencies in the United States. The detailed statistical data presented were collected through a web-based survey questionnaire. It covers three common WIM calibration practices, namely utilizing multiple passes of test trucks, utilizing traffic stream vehicles of known static weight, and employing only WIM data quality control (QC) techniques. To put the actual practice in perspective, an overview is provided of the current WIM calibration standard (ASTM E1318-02) and the new provisional standard for quantifying pavement roughness at the approach to WIM systems (AASHTO MP 14-05). Most agencies use a combination of two or more of these methods for WIM system calibration. The majority of agencies uses WIM data QC on a routine basis and they resort to one of the other two calibration methods when WIM data quality deteriorates. Test truck calibration typically involves one or two Class 9 trucks running at several speeds. Few of these agencies, however, perform actual pavement roughness measurements on the approach to the WIM sites. Agencies that use traffic stream vehicles of known static weight for WIM calibration obtain static weights manually using permanent static scales. The method involves up to 100 trucks selected by class, speed or both class and speed. Agencies use a variety of traffic elements and formulas for computing calibration factors. Similarly, a variety of traffic data element errors are computed and various approaches are used for computing calibration factors. In the light of these findings, the paper provides a number of recommendations for improving current WIM calibration practices.

Piezoelectric cable detection systems were most frequently used and provided adequate accuracy, if attention is given to monitoring and calibration. An overall assessment of Kentucky's WIM data collection program resulted in recommendations for: 1) increased use of cell modems for more efficient data download, 2) attention to quality control of data with a routine program of polling sites and monitoring consistency of front-axle weights, 3) expansion of WIM data collection program to capture a wider range of functional class coverage of truck traffic, 4) attention to weight data collection on coal-hauling routes, 5) consideration of using static weigh station data to increase coverage of truck weight monitoring, 6) initiation of a data collection plan to capture sufficient data to develop length-based classification factors, 7) continued review and evaluation of new software that has the capability of increasing the efficiency and accuracy of WIM data processing, and 8) evaluation of the cost-effectiveness of expanded and accurate WIM data collection and the impact on pavement thickness designs.

Book excerpt: This research focuses on the data quality control methods for evaluating the performance of Weigh-In-Motion (WIM) systems on Oregon highways. This research identifies and develops a new methodology and algorithm to explore the accuracy of each station's weight and spacing data at a corridor level, and further implements the Statistical Process Control (SPC) method, finite mixture model, axle spacing error rating method, and data flag method in published research to examine the soundness of WIM systems. This research employs the historical WIM data to analyze sensor health and compares the evaluation results of the methods. The results suggest the new triangulation method identified most possible WIM malfunctions that other methods sensed, and this method unprecedentedly monitors the process behavior with controls of time and meteorological variables. The SPC method appeared superior in differentiating between sensor noises and sensor errors or drifts, but it drew wrong conclusions when accurate WIM data reference was absent. The axle spacing error rating method cannot check the essential weight data in special cases, but reliable loop sensor evaluation results were arrived at by employing this multiple linear regression model. The results of the data flag method and the finite mixed model results were not accurate, thus they could be used as additional tools to complement the data quality evaluation results. Overall, these data quality analysis results are the valuable sources for examining the early detection of system malfunctions, sensor drift, etc., and allow the WIM operators to correct the situation on time before large amounts of measurement are lost.
