Of the 877 small-molecule new chemical entities introduced between 1981 and 2002, roughly half were natural products, semi-synthetic natural product analogues or natural mimics. Chinese herbs (traditional Chinese medicines, TCMs) have been used for prevention and treatment of diseases for thousands years. It has been attracting intensive attention in the trends of back to nature. As herbal medicines, the conditions of growth, harvest time, process and storage etc. will undoubtedly affect the presence and concentration of the bioactive constituents, thus affecting their quality and efficacy. Up to date, there are few books focussing on the relationship, which is the bridge between TCM and modern medical science, of traditional clinic uses, pharmacological activities and quality control of Chinese herbs. Unfortunately, bioactive compounds in Chinese herbs are usually not or only partially known. Actually, the active compounds considered in Chinese herbs may be different according to their clinical indication. In addition, it is considered that the curative effect of Chinese herbs is an integrative result of a number of bioactive compounds. Therefore, how to control the quality is a big problem. Plant, animal and mineral substances are all included in the Materia Medica of Chinese Drug Therapy. The earliest uses date back at least 4000 years to the Shang dynasty. Characters representing medicinal substances have been found carved into oracular bone fragments. These were used diagnostically by the Wu Shaman of this time. The earliest materia Medica, the Sheng Nung Peng Tsao, recorded over 10,000 medicinal substances. While there seems to be an almost unlimited amount of medicinal substances, the most commonly used number around 200. Increased attention has begun being given to the field due to several factors: The apparent success stories in many cases; The failure of Western medicine in many disorders; and Realisation on the part of Western researchers that successful drugs can be designed on the basis of Chinese herbal drugs. Having a good quality control system for Traditional Chinese Medicine ( TCM ) can ensure reproducibility of therapeutic effects from the same herbal mixture bought at different locations and can reduce the potential of drug interactions due to the presence of impurities in the decoctions. Nine herbs with analgesic effect were purchased from a large TCM shop in Shatin. These herbs were processed individually into decoctions and tested on mice for analgesia with the hot plate method. Fang Feng ( Divaricate Saposhnikovia ), Bai Zhi ( Bahurian Angelica ), Gui Zhi ( Cassiabarktree Twig ), Pu Huang ( Longbract Cattail Pollen ) and Ru Xiang ( Olibanum ) were found to have good analgesic effects and a dose-response curve was established for equal proportion of this herbal mixtures. Crude extracts of these herbal mixtures were separated into different molecular fractions using dialysis membranes at different molecular cut off ( MWCO ) points. 3These molecular fractions were tested on mice to identify the most effective molecular fraction ( biological fingerprint ). A wavelength scan from 210nm to 700nm for this molecular fraction was performed using a High Performance Liquid Chromatography system to obtain its chemical fingerprint. The same procedures were repeated on the same herbal mixtures purchased from another TCM shop in Jordon. The fingerprints obtained from the most effective molecular fraction of the herbal mixtures purchased in these two different TCM shops were compared for biological and chemical equivalences. Results suggested that they had similar quality and analgesic efficacy. These preclinical methods are described in the second volume „Safety and Pharmacokinetic Assays". Only then are first studies in human beings allowed. Special rules are established for Phase I studies. Clinical pharmacokinetics are performed in parallel with human studies on tolerability and therapeutic effects. Special studies according to various populations and different therapeutic indications are necessary. These items are covered in the third volume: „Methods in Clinical Pharmacology".

The main objectives of these guidelines are to: (1) contribute to the quality assurance of medicinal plant materials used as the source for herbal medicines to improve the quality safety and efficacy of finished herbal products; (2) guide the formulation of national and/or regional GACP guidelines and GACP monographs for medicinal plants and related standard operating procedures; and (3) encourage and support the sustainable cultivation and collection of medicinal plants of good quality in ways that respect and support the conservation of medicinal plants and the environment in general. These guidelines concern the cultivation and collection of medicinal plants and include certain post-harvest operations. Good agricultural and collection practices for medicinal plants are the first step in quality assurance on which the safety and efficacy of herbal medicinal products directly depend. These practices also play an important role in protection natural resources of medicinal plants for sustainable use.
