This document follows the Department of Energy (DOE)-issued Hanford Analytical Services Quality Assurance Plan (HASQAP) and additional federal [10 US Code of Federal Regulations (CFR) 830.120] QA requirements that HASQAP does not cover. This document describes how the laboratory implements QA requirements to meet the federal or state requirements, provides what are the default QC specifications, and/or identifies the procedural information that governs how the laboratory operates. In addition, this document meets the objectives of the Quality Assurance Program provided in the WHC-CM-4-2, Section 2.1. This document also covers QA elements that are required in the Guidelines and Specifications for Preparing Quality Assurance Program Plans (QAPPs), (QAMS-004), and Interim Guidelines and Specifications for Preparing Quality Assurance Product Plans (QAMS-005) from the Environmental Protection Agency (EPA). Projects relating to this mission are subject to various environmental regulations that require the collection of environmental data for project planning, design, construction, and operation. These data-collection processes must be performed under controlled conditions to be legally defensible. An effective quality assurance (QA) plan is needed to meet these requirements. in response to the need for a guidance document to assist Corps personnel with the preparation of QA project plans, a task group met and recommended the preparation of a single standardized approach that would be applicable to all civil works data-collection programs. This guidance report was prepared in response to this recommendation.
